Optum Serve Consulting/The Lewin Group (OSC/Lewin), a premier health care and human services consulting firm, seeks a Healthcare Data Analytics Consultant, Quality Measurement to lead innovative quality measurement initiatives. You will analyze evidence from CMS/NQF-aligned sources, develop automated data processes, and guide client engagements while shaping growth strategy.

The role offers remote work nationwide with in-office requirements for certain U.S. locations.

Qualifications

• Health policy professional with 4+ years in health services research, evaluation or policy.
• Experience leading business development and proposal responses with clients.
• Experience on quality measure engagements, preferably with CMS.
• Experience with data used to measure health care quality (claims, EHR, chart data).
• Ability to translate policy into technical requirements.
• Strong collaboration across diverse teams.

Responsibilities

• Evaluate evidence on clinical measures from claims, EHRs, and other data per CMS/NQF requirements.
• Hands-on data work: extract, transform, and validate large healthcare datasets using Python/SQL/R/SAS.
• Design automation for measure calculations, reporting, and value-based care analyses.
• Develop test protocols and specifications for measures.
• Perform quantitative analysis to inform Medicare/Medicaid payment models.
• Track standards groups and consensus bodies like NQF.
• Draft and manage proposals for new measurement projects.
• Engage with clients to expand relationships via policy consultation.
• Support growth strategy with organizational leadership.
• Lead project delivery teams and mentor staff.
