Qualifications

• Bachelor’s degree or 5+ years of relevant work experience required.
• Master’s degree in a related field preferred.
• Experience in public-sector consulting, healthcare financing, Medicaid programs, EMS/fire services, reimbursement, state program management, grant-funded initiatives, or related fields preferred.

Responsibilities

• Develops subject matter expertise in EMS, fire services, Medicaid financing, reimbursement programs, and public-sector consulting operations.
• Analyzes and interprets federal and state laws, regulations, policies, and reimbursement methodologies.
• Monitors program performance, identifies operational risks and improvement opportunities, and develops strategies to strengthen program effectiveness and long‑term sustainability.
• Coordinates with state agencies, healthcare providers, managed care organizations, community partners, associations, consultants, and other stakeholders to support successful program implementation, compliance, reporting, and operational performance.
• Leads proposal development efforts, including writing technical sections, coordinating contributors, reviewing content, and preparing final submissions.
• Gathers data, produces written reports and financial analyses to support client decision-making.
