Job summary

ICF is seeking a Systems Specialist to bridge state, regional, and national early childhood systems, delivering data-driven coordination for Head Start programs.

The role is home-based in one of the Service Area VI states with extensive travel to DC and other regions, requiring strong collaboration and data analysis skills to improve cross-system outcomes. Candidates must have a BA/BS and several years of experience in TA to Head Start and state/federal programs.

Qualifications

• BA or BS from an accredited university in management, education leadership or administration, early childhood education, child development or related field.
• Five years of experience with at least three years in technical assistance and consultation to Head Start and/or state and federal early childhood systems.
• One year of experience facilitating collaborations within state and federal early childhood systems.
• One year of experience providing technical assistance with management teams and program staff.
• One year of data analysis to inform planning and decision making.

Responsibilities

• Provide subject matter expertise, consultation, and resources to Regional Office and TTA staff to improve coordination opportunities across state and federal early childhood systems that impact Head Start service delivery.
• Coordinate with partners such as Head Start associations and Departments of Education to improve state/local coordination and promote cross-system collaboration.
• Aggregate and analyze regional data related to Head Start collaboration to identify coordination issues.
• Participate in regional-level meetings with HSCO Directors and state Child Care administrators.
• Provide direct TA to Head Start/Early Head Start grantees as directed by the Regional Office.
• Support emerging OHS initiatives and priorities.
