Job summary

Texas Health and Human Services Commission in Austin is seeking a Program Specialist V to support HCBS-AMH billing and policy oversight. The role requires advanced interpretive skills, data analysis, and collaboration with mental health providers and HHSC leadership.

The position emphasizes complex billing processes, practical guidance to providers, and ensuring compliance with Medicaid waivers and state plan requirements. Telework may be available with a regular full-time schedule.

Qualifications

• Graduation from an accredited four-year college or university is required.
• Major coursework in human services, business administration, public health, public affairs, or public policy.
• Advanced degree in related field preferred.
• Professional experience with HHSC programs, Medicaid waivers, and/or related initiatives preferred.

Responsibilities

• Provides complex consultative services related to billing and contract oversight.
• Develops and updates program policies and billing guidelines.
• Trains community providers on new policies and monitors compliance.
• Analyzes HCBS-AMH data and prepares information for leadership.
• Oversees contract management and statements of work with providers.
• Maintains alignment with policy changes and legislative requirements.
