Job summary

GAP Solutions is seeking a Contract Analyst to support NIH ORF procurement activities. The role offers full remote work and will involve pre-award planning, market research, and preparation of solicitation packages for construction, AE, and facilities-related services.

You will develop IGCEs, perform price analyses, assist in negotiations, and support contract modifications and closeout in accordance with FAR and NIH procedures.

Qualifications

• Bachelor’s Degree required.
• Minimum of 5 years of federal acquisition experience, including construction, AE, or facilities-related contracts.
• Demonstrated experience performing duties equivalent to a GS-12 Contract Specialist.
• Strong working knowledge of FAR Parts 12, 15, 36, and 43.

Responsibilities

• Support acquisition planning for construction, AE, facilities, and ORF-managed service requirements.
• Prepare solicitation packages (RFQs, RFPs, IFBs, MATOC task orders, AE selections).
• Develop and review Independent Government Cost Estimates (IGCEs) and price proposals.
• Perform price and cost analyses to support fair and reasonable determinations.
• Assist COs during negotiations with contractors and AE firms.
• Prepare contract modifications and track contract performance with CORs.
