Job summary

MCD Global Health is seeking a Deputy Director – Subaward Operations (EMR Modernization) to lead the statewide EMR Modernization Subaward Program in Maine, with remote work from the U.S. and regular travel within Maine.

The role oversees all subaward lifecycle stages and a grants administration team, driving compliant, efficient operations for a $30 million program. The position reports to the Program Director and requires deep federal grants knowledge, strong leadership, and exceptional program

Qualifications

• Bachelor’s degree in public administration, Business Administration, Healthcare Administration, Public Health, Finance, Accounting, Health Information Management, or a related field.
• Master’s degree preferred.
• Working knowledge of federal grant regulations, including 2 CFR Part 200, federal procurement standards, healthcare finance, grant monitoring, risk management, budget administration, contract management, performance measurement, and audit preparation.
• Preferred certifications include CGMS, GPC, PMP, Lean Six Sigma, or CGFM

Responsibilities

• Oversee the complete lifecycle of subawards—from funding announcements to closeout.
• Supervise the grants administration team and establish operational procedures.
• Manage program workflows and ensure compliant, efficient administration of a large healthcare technology investment program.
• Act on behalf of the Program Director during absence and provide day-to-day leadership for grant operations.
• Coordinate with program staff, finance, contracts, technical assistance, and compliance teams across Maine.
