Job summary

AC Disaster Consulting is seeking an Emergency Management Planning Specialist to support planning, training, and exercise projects nationwide. Positions are temporary with potential for full-time, on-site deployments across the country; travel up to 50% is expected.

The role emphasizes collaboration with local, state, and federal jurisdictions, development of EOPs/COOPs, THIRA and AARs, and the delivery of training programs to internal staff and external partners.

Qualifications

  • 1-7+ years in emergency management planning and preparedness.
  • Experience with designing and delivering training programs, exercises, and drills.
  • Knowledge of state/local plans, agencies and funding sources.
  • Eligibility to work in the United States.

Responsibilities

  • Lead and support the development and maintenance of all-hazards emergency preparedness plans (EOPs, COOPs, annexes).
  • Coordinate with local, regional, and state stakeholders to align with NRF, NIMS, ICS and CPG 101.
  • Design, facilitate, and evaluate discussion-based and operations-based exercises using HSEEP.
  • Develop and deliver training programs to enhance emergency management capabilities.
  • Conduct THIRA and capability assessments to inform planning priorities.
  • Lead and support development of hazard mitigation and climate adaptation plans.
  • Draft and update emergency management protocols, SOPs, and guidance.
  • Prepare AARs and IPs after exercises or real events to drive improvements.
  • Support grant writing and administration for preparedness initiatives.
  • Serve in EOC during exercises or activations as needed.
  • Develop Incident Action Plans and Situations Reports for EOC activations.
