Job summary

Chugach Government Solutions is seeking a Reliability Centered Maintenance Engineer in California to support the NASA Ames AFSS II contract. The role partners with Operations, Engineering, Utilities, Environmental, Safety, and Maintenance to optimize asset performance and maintenance priorities.

You will perform RCM tasks, develop and improve preventive maintenance, and provide technical solutions. The ideal candidate has a mechanical or electrical engineering background, experience with CMMS,

Qualifications

  • Bachelor's degree in Mechanical or Electrical Engineering, ABET-accredited, or current enrollment in such a program.
  • Valid driver's license with acceptable driving record.
  • Ability to pass background checks and/or drug testing.

Responsibilities

  • Performs reliability centered maintenance tasks in support and development of preventive maintenance program.
  • Applies mechanical engineering knowledge and NASA codes to design work and technical assistance.
  • Leads mechanical planning for multi-phase construction, renovation, and improvement projects.
  • Supports mechanical projects during construction, coordinating RFIs, Change Orders, and field problem solving.
  • Provides requirements definition and cost estimates for future projects.
  • Provides technical solutions to customers requesting engineering expertise.
  • Ensures design, funding coordination, and phase completion alignment for projects.
  • Collaborates with CADD/Drafting and GIS personnel for drawings and sketches.
  • Engages in on-call duties and promotes sustainable design practices.
  • Works independently with minimal supervision.

This position is pending contract award and will be located in Moffit Field, California.

Job Overview

The Reliability Centered Maintenance (RCM) Engineer is responsible for developing, implementing, managing, and continuously improving the Reliability-Centered Maintenance program in support of the NASA Ames Facilities Support Services (AFSS II) contract. The RCM Engineer collaborates with Operations, Engineering, Utilities, Environmental, Safety, and Maintenance personnel to evaluate asset performance, establish maintenance priorities, analyze equipment failures, optimize maintenance frequencies, and support continuous process improvement initiatives. Assess feasibility and completeness of proposed engineering tests, equipment, projects, and designs.

Responsibilities
Essential Job Duties
  • Performs reliability centered maintenance tasks in support and development of preventive maintenance program.
  • Utilizes a professional knowledge of mechanical, standard engineering theory and techniques, and NASA codes and regulations to perform requirements determinations, technical assistance, and conventional design work.
  • Responsible for mechanical planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities.
  • Supports mechanical projects during construction, including coordinating answers to Requests for Information, Change Orders, and solving problems that arise in the field.
  • Provides requirements determination for future projects including preliminary scope definition and cost estimates.
  • Provides technical assistance and solutions to customers requesting engineering expertise.
  • Verifies that programming, design requirements, and funding coordination is complete for each phase of a project.
  • Consulting engineer for mechanical related design aspects of assigned projects.
  • Provides professional consultations on a broad range of difficult mechanical engineering issues and problems, and advice to requesting organizations.
  • Assist in determining requirements, assembling requirements document, attending RFP/Design charrettes and the RFP/Design processes.
  • Engages Engineering Support personnel for computer aided design and drafting (CADD) and for sketch production using GIS.
  • Performs on-call duties in rotation with leadership team.
  • Promotes sustainable design and development principles (LEED) in professional activities.
  • Serves as mechanical engineer-of-record for design documents and reports covering mechanical systems.
  • Provides support during construction activities.
  • Ability to work independently, or with minimal supervision.
  • Performs other related duties as assigned.
Key Responsibilities
  • Keeping up-to-date and knowledgeable of applicable industry regulations and compliance requirements.
  • Completing forms and relevant documentation within the Engineering department for procurement, fabrication, and testing.
  • Working from blueprints, plans and sketches to estimate materials and time required to complete projects.
  • Knowledge of industry standard codes and regulations.
  • Communicating effectively, orally and in writing, including the ability to make presentations to senior team and client management.
  • Effectively coordinating numerous projects simultaneously.
  • Adherence to established company safety policies and good industrial and office safety practices.
  • Compliance with company Standard Operating Procedures and Personnel policies and procedures.
  • Demonstrating the ability to work well under pressure.
  • Professional knowledge of a broad range of engineering concepts, principles, and practices.
  • Knowledge of a broad range of engineering design and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
  • Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint at an intermediate level.
  • Experience using Computerized Maintenance Management Systems (CMMS).
  • Experience performing reliability analyses, root cause investigations, and maintenance optimization.
Job Requirements
Mandatory
  • Currently enrolled in Bachelor's program in Mechanical or Electrical Engineering from an ABET accredited university program OR Obtained Bachelor's Degree in Mechanical or Electrical Engineering.
  • Valid state Driver's License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
Preferred
  • Minimum of three years of applicable/relevant electrical or mechanical engineering experience.
  • Previous experience working on a Government Contract or on a Government Facility.
  • Certified Reliability Engineer (CRE).
Working Conditions
  • Work is performed in both office and field environments throughout active research and operational campus.
  • Frequent interaction with engineering personnel, maintenance technicians, construction personnel, Government representatives, and subcontractors.
  • Regular field inspections of mechanical, electrical, utility, and facility systems.
  • Occasional work in industrial environments, mechanical spaces, rooftops, utility tunnels, or other controlled access areas.
  • May be required to respond to maintenance emergencies or participate in after-hours support activities.
Physical Requirements
  • Ability to walk extensive industrial and campus facilities.
  • Ability to climb ladders, stairs, and access elevated work areas.
  • Ability to inspect equipment located in mechanical rooms, utility spaces, rooftops, and confined work areas (when authorized).
  • Ability to lift up to 25 pounds.
  • Ability to wear required personal protective equipment (PPE), including safety shoes, hard hat, eye protection, hearing protection, and other PPE as required.
  • Ability to distinguish equipment conditions through visual observation and interpret engineering drawings, maintenance records, and technical documentation.
