The Washington State Department of Ecology is seeking a Regulatory Program Consultant to oversee technical and regulatory reporting for energy efficiency programs. This role involves managing claims quality assurance, collaborating with various stakeholders, and ensuring accurate reporting. The Regulatory Program Consultant will lead technical and regulatory reporting quality assurance of California based energy efficiency programs. This position will serve as the project manager for the claims quality assurance portion of the California technical and regulatory, with the support of the overall project manager and experienced engineers and analysts, to review energy efficiency measures reported by contractors/ implementors.
Key Responsibilities
Project management and ownership of the claims quality assurance efforts under Frontier's CA technical and regulatory work.
Collect and review claims submissions and provide timely feedback to claims implementers
Transfer claims into the customer’s database using data software tools monthly
Technical utility program support – savings, reporting, cost calculations.
Utilize, develop, and update custom reports to export claims data to the California Public Utilities Commission on a monthly, quarterly, and annual basis
Maintain detailed records of claims submissions and document process changes
Contribute to regular client updates and deliverables
Able to follow procedures and technical guides provided by senior staff
Attention to detail and quality control are essential to maintain a high level of accuracy and claim integrity.
Possess a high level of organization, attention to detail, the ability to adapt to evolving rules, regulations, and client needs along with a high proficiency with Microsoft Excel.
Required Skills:
Must have excellent customer service skills and be able to make cold calls to recruit program participants.
Have excellent attention to detail and exceptional record keeping abilities as all interactions will need to be documented and tracked in a contact relationship management (CRM) database.
Must be a self-starter and be able to complete tasks and hit targets without daily supervision.
Ability to explain technical or industry-specific information effectively to a diverse customer base.
Excellent written and verbal communication skills using phone, email, reports, presentations and other methods to most effectively engage audiences.
Exceptional organizational skill and ability to work independently as a self-motivated team player.
Experience working with stakeholders and clients from the public and private sectors, and comfortable communicating with the general public about program goals and requirements.
Experience delivering accurate and error free work product.
“Customer service” ethic and strong professional skills to serve our clients and program partners.
Strong skillset with MS Word, MS Excel, MS PowerPoint, MS Outlook, Adobe Acrobat, and Windows operating systems.
Ability to master software tools.
Must be able to travel/participate in work events during non-business hours as required.

4-5 years of relevant experience.
Ability to present and articulate information well.
Excellent communication skills.
Experience using Customer Relationship Management databases.
