Job summary

Rainmaker seeks a Regulatory Permitting Specialist to own the state and local regulatory pathway for domestic cloud seeding programs. You will scope regulatory requirements from multiple authorities and drive completion to closure before operations begin.

Embedded with the Program Management team and reporting to the Director of Regulatory & Compliance, you will build durable relationships, translate diverse rules into executable plans, and create scalable templates and playbooks for expansion

Qualifications

  • Experience preparing and shepherding regulatory submissions through state processes (environmental, water resources, air quality or analogous).
  • Strong technical writing skills to translate operational realities into regulatory submissions.
  • Excellent interpersonal and communication skills for stakeholder engagement with agencies and teams.
  • Self-directed work style in fragmented regulatory environments; willingness to travel domestically.

Responsibilities

  • Regulatory scoping: define state and local requirements for each program and create a playbook.
  • Permitting & licensing: draft and shepherd applications across jurisdictions and track approvals.
  • Compliance & reporting: manage NOAA forms, seasonal reports, and calendar of obligations.
  • Program coordination: serve as regulatory POC for PMs and contribute to templates for growth.
