Job Summary

We are seeking a versatile Regulatory Compliance Specialist to manage the day-to-day compliance tracking, governance, and audit readiness for our commercial enterprise and public sector (state, local, and federal) telecommunications program portfolios. Reporting directly to the Manager of Contract Management, this role operates as an impactful Individual Contributor, focused heavily on proactive risk mitigation.

The ideal candidate ensures our service delivery, invoicing, proposal and contract execution remain in alignment with commercial corporate standards, as well as E-Rate, Rural Health Care (RHC), FAR, and DFARS regulations. This candidate will assist in safeguarding the integrity of diverse accounts (commercial and public sector) and proactively mitigate compliance risks by maintaining flawless, auditable documentation. The candidate must bring a highly collaborative, growth-oriented mindset to successfully partner with cross-functional teams like Sales, Bid & Proposals, Legal, and Contracts. Additionally, this position requires a strong willingness to adapt to evolving business needs by expanding operational scope, absorbing new responsibilities, and mastering fresh regulatory domains.

Responsibilities

Audit Coordination & Compliance Governance

  • Audit Preparedness: Maintain a continuous, proactive \"audit-ready\" posture across both commercial enterprise and public sector contract portfolios.
  • Regulatory Audit Support: Serve and assist as a contact and data-gatherer for formal program reviews and government contract evaluations.
  • Internal Tracking: Perform regular self-audits of document repositories and compliance data to identify operational variances and implement corrective adjustments

USAC Program Administration (E-Rate & Rural Health Care)

  • Filing Submission: Assist in the preparation and review of relevant forms and documentation
  • Identifier Management: Offer support with maintenance and validation of Service Provider Identification Numbers (SPIN) and process applicable and relevant FCC Forms, where applicable
  • Bidding Monitoring: Offer support with the review of incoming bids to ensure adherence to fair competition rules and USAC laws.

Federal Contracting & Evolving Operations

  • Federal Contract Matrixing & Stakeholder Approvals: Assist in RFP review and contracts when needed, to extract, catalog, and track mandatory FAR and DFARS compliance requirements. You will map these clauses to the correct internal ownership structures, coordinating directly with cross-functional team members to gather and validate mandatory internal approvals, ensuring all finalized contract packages are fully vetted before submission.
  • Vendor Compliance & Form Preparation: Document and monitor compliance flow-down requirements. You will actively assist in the preparation, organization, and completion of regulatory form packages to maintain end-to-end supply chain integrity.
  • Scope Expansion & Flexibility: Proactively research, learn, and absorb new compliance initiatives, regulatory frameworks, and operational tasks outside your core expertise to support business growth and shifting contract requirements.
  • Other Duties as Assigned: Execute additional compliance and administrative tasks as required by leadership to ensure zero departmental coverage gaps and eliminate operational surprises.
Qualifications
  • Education: Bachelor’s degree in business, Supply Chain, or a related field (or equivalent practical experience).
  • Experience: 2 to 4 years of compliance or contract administration experience within a telecommunication, internet service provider (ISP) or as a hybrid commercial and government-facing enterprise.
  • Audit Support: Proven experience organizing, compiling, and defending documentation packages for formal regulatory, financial, corporate SLA, or contract reviews.
  • Program Familiarity: Foundational exposure to either USAC program rules (E-Rate/RHC) or federal procurement guidelines (FAR/DFARS), with a strong willingness to cross-train and bridge the gap, on missing disciplines.
  • CRM & Contract Systems: Direct experience utilizing Salesforce and Salesforce Contracts (CLM) to track workflows, locate clauses, manage milestones, and maintain pipelines.
  • Productivity & AI Tools: High proficiency with Microsoft 365 applications (Word, Excel, SharePoint, Teams) and familiarity with Microsoft Copilot or similar AI assistants to drive workflow efficiency and document analysis.

Core Competencies

  • Attention to Detail: High precision in verifying contract clauses, billing records, and government forms where minor errors lead to funding denials or penalties.
  • Analytical Reading: Strong ability to interpret complex legal language and federal regulations with minimal guidance.
  • Cross-Functional Coordination: Excellent communication and collaboration skills to gather compliance evidence efficiently from Sales, Bid & Proposals, Legal, Contracts, billing, and provisioning teams.
  • Growth & Adaptability Mindset: A demonstrated willingness and capability to pivot quickly, absorb unfamiliar regulatory guidelines, and successfully own additional tasks to completely eliminate operational surprises.
