Job summary

The City of Portland BES is seeking a Code, Rule and Standards Analyst to update regulations, engineering standards, and design rules. You will collaborate with internal teams and external stakeholders to draft code language, ensure regulatory alignment, and support updates to stormwater and sewer system standards.

Ideal candidates bring interest in public policy and environmental regulation; experience in environmental policy or engineering design is preferred but not required.

Qualifications

  • Ability to write, analyze, interpret and apply laws, regulations, ordinances and design standards.
  • Ability to facilitate collaboration with diverse stakeholders to analyze issues.
  • Ability to communicate clearly in writing and public settings.
  • Ability to exercise independent judgment and initiative.
  • Ability to build and maintain effective working relationships.

Responsibilities

  • Understand regulatory requirements and how they affect policy and environment.
  • Collaborate with city staff and external stakeholders to identify improvements.
  • Lead code, rule and design standard revision projects with experts.
  • Review technical design standards with engineering and operations teams.
  • Manage final draft development and city council approval when needed.
  • Engage communities to ensure equitable outcomes in policy changes.
