Duties Description

Under the direction of Director of Nursing, the Registered Nurse Supervisor 1 will be the facility's Nurse Educator to implement all activities toward the fulfillment of the philosophies, goals, and objectives of staff development and the New York State Veterans Home. The Nurse Educator assumes responsibility for the planning, organizing, and evaluation of staff development and training programs. Duties include, but are not limited to, the following: Conducts needs assessments for all departments to enhance the development of in-service training activities. Develops short- and long-term plans for in-service programs. Develops materials for in-service training activities. Establishes policies and procedures related to educational programs to ensure compliance with regulatory agencies. Evaluates the effectiveness of training and development programs. Coordinates with department heads to ensure completion of the mandatory education requirement. Provides mandatory in-services to all levels of staff at least 1-2 times per year. Acts as a liaison with schools of nursing and other educational facilities to coordinate student clinical internships. Actively engages in Quality Assurance and Performance Improvement, aiming to enhance nursing practice and education by ensuring and enforcing standards, policies, and procedures. Works a flexible schedule to meet educational needs on all shifts. Plans, coordinates, and presents routine and special education sessions for nursing staff to introduce new practices, procedures, skills, or policies. Prepares a monthly calendar of in-service education for certified nursing assistants. Assures competency of new nursing department employees. Performs other duties as assigned by the Director of Nursing.

Qualifications

Minimum Qualifications

Reassignment: Current New York State Department of Health employee Veterans Home at Batavia with permanent or contingent permanent status as a Registered Nurse Supervisor 1.

Transfer: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service

in a position allocated to Grade 20 or above, and eligible for transfer under Section 70.1 of the Civil Service Law to Registered Nurse Supervisor 1.

Open to the Public (HELPS Qualifications): Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience.

A bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience.

You must be a qualified employee of New York State and have had two years of permanent competitive or 55-b/55-c service as follows; Either

  • Nurse 2, (including all parenthetic), Community Mental Health Nurse, (including all parenthetic), Infection Control Nurse, or Senior Utilization Review Nurse;

Or

  • One year in any Grade 16 or higher position that requires a license and current New York State registration as a Registered Nurse.

Preferred Qualifications: Preference will be given to candidates with long-term care experience.

If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health Veterans Home at Montrose and have one year of permanent competitive service as a Registered Nurse 1 Grade 18.

The posted salary range includes statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($93,178 to $104,230), plus an additional geographic pay differential of $20,000.

Additional compensation may apply based on shift assignment. 7% shift differential for evening shift. 10% shift differential for night shift.

If applicable, the inconvenience pay program of $575 per year will be paid to employees who work four (4) hours or more between 6:00 p.m. and 6:00 a.m. Hours worked between 6:00 a.m. and 6:00 p.m. on an overtime basis are not included for Inconvenience Pay.

This position is part of the NYS HELPS program. No examination is required.
