A leading company in the manufacturing sector is seeking an experienced Regional/Senior Trade Compliance Manager to oversee compliance across multiple facilities. The role involves managing a team, ensuring adherence to regulatory requirements, and driving compliance initiatives with a strong focus on international trade regulations.
We are seeking an experienced and highly skilled Regional/Senior Trade Compliance Manager to oversee trade compliance activities across 8 to 10 WG manufacturing facilities located in the West Coast Region. This leadership position requires a minimum of 5 years of experience in the trade compliance field, with a proven track record of building and maintaining successful trade compliance programs. The Regional/Senior Trade Compliance Manager will manage and support a team of on-site trade compliance personnel, resolve complex import and export transactions, and ensure compliance with ITAR (International Traffic in Arms Regulations), EAR (Export Administration Regulations), and Customs regulations. You will serve as a key point of contact and subject matter expert for the on-site Trade Compliance Officers and assist the DCM with strategic compliance projects, including training and auditing activities. The Regional/Senior Trade Compliance Manager will lead the site’s trade compliance programs, including the preparation, filing, and maintenance of BIS and DDTC export license applications.
As the Regional/Senior Trade Compliance Manager, you will assist with internal audits and ensure that all trade compliance procedures, including the application for and maintenance of export licenses, are properly executed. You will have the independent authority to inquire into any aspect of a proposed export or import, verify its propriety and the accuracy of the information submitted, and stop any current or anticipated transaction that is in violation of statutory or regulatory requirements.
This position requires at least five years of experience working with ITAR and EAR regulated goods as well as direct experience submitting export license applications via DECCS and SNAP-R and managing export licenses post-approval. You will collaborate closely with the Senior Director of Trade Compliance to maintain compliance and ensure effective solutions for all regulatory challenges.
Key Responsibilities:
• Comply with the PCC Code of Conduct Requirements and Export Compliance Manual/Handbook.
• Manage and oversee trade compliance activities for multiple manufacturing sites, ensuring compliance with ITAR, EAR, U.S. Customs regulations, and other relevant trade laws.
• Provide leadership and guidance to a team of trade compliance personnel, assisting in problem-solving and resolving complex import and export transactions.
• Directly support manufacturing sites in developing, maintaining, and updating export and import procedures to ensure regulatory compliance.
• Apply for export licenses using DECCS (Defense Export Control and Compliance System) and SNAP-R (Simplified Network Application Process – Redesign)
• Manage export licenses post-approval.
• Monitor and ensure the proper application of exceptions and exemptions for export and import transactions.
• Review and approve export documentation, ensuring compliance with regulatory requirements and internal procedures.
• Collaborate with manufacturing sites to ensure that all internal compliance processes and policies are implemented effectively and consistently across locations.
• Assist site-level Trade Compliance Managers with internal audits, identify areas of improvement, and ensure that corrective actions are implemented.
• Ensure proper record-keeping and reporting in accordance with ITAR, EAR, and other regulatory requirements.
• Stay updated on changes to trade regulations, customs policies, and export control laws, and adjust compliance processes as necessary.
• Support the resolution of compliance-related issues or challenges that arise within the organization.
• May require up to 20% travel to various manufacturing sites to provide direct support and oversight.
• Maintain familiarity with all foreign national, non-U.S. persons working in your facility, their basic job responsibilities and whether there are any deemed export risks
Qualifications:
• Bachelor’s degree in International Business, Business Administration, Logistics, or a related field.
• Minimum of 5 years of experience in trade compliance, with a demonstrated history of success in building, managing, and maintaining a trade compliance program.
• Expertise in applying for and managing export licenses through DECCS and SNAP-R systems.
• Strong understanding of ITAR, EAR, U.S. Customs regulations, and other international trade laws and regulations.
• Proven experience managing and overseeing trade compliance operations at multiple manufacturing sites.
• Direct experience with complex import and export transactions and solving compliance challenges.
• Experience with internal auditing and implementing corrective actions to ensure compliance.
• Strong leadership skills, with the ability to manage and mentor a team of trade compliance professionals.
• Excellent communication and problem-solving skills, with the ability to collaborate effectively with cross-functional teams.
• Detail-oriented with a strong focus on accuracy and compliance.
• Ability to manage multiple tasks, prioritize effectively, and meet deadlines in a fast-paced environment.
• Ability to work independently and in a team environment.
Additional Skills (preferred but not required):
• Direct experience in internal trade compliance audits and report preparation.
• Knowledge of global trade regulations and cross-border compliance requirements.
• Experience in working with customs brokers, freight forwarders, and logistics teams.
