Job summary

Wagner Construction Inc. is seeking a Regional Quality Control Manager to lead the quality program across multiple heavy civil projects. You will oversee QC personnel, develop regional plans, and ensure conformance with specs, submittals, and testing requirements.

Travel between project locations is required; you will mentor staff, enforce NCR processes, and drive continuous improvement while balancing safety, schedule, and quality objectives.

Qualifications

• B.S. in Construction Management, Civil Engineering or related field preferred; equivalent heavy civil QC experience considered.
• 7+ years of progressive construction QC/QA, field engineering, inspection or heavy civil work.
• Experience leading QC teams across multiple projects and locations.
• Strong knowledge of soils, compaction, earthwork, underground utilities, and related QC activities.

Responsibilities

• Provide leadership and oversight of Quality Control personnel across multiple projects and locations.
• Develop, implement, maintain, and continuously improve regional QC plans, procedures, standards, and documentation.
• Provide QC oversight for heavy civil construction activities including mass earthwork, grading, underground wet utilities, site development, roadway, and other civil infrastructure work.

• Ensure project teams create, update, and maintain project submittal logs and QC reports.
• Review shop drawings and submittals for conformance with project specs through direct review.
• Coordinate with third-party testing labs, inspectors, engineers, clients, and subcontractors.
• Establish and oversee NCR and corrective-action process, including root-cause evaluation and closure.
• Mentor and train QC personnel across projects; file timely daily QC reports.
• Travel between project locations to provide field oversight and QC audits.

The Regional Quality Manager is responsible for managing, overseeing, and continuously improving the quality control program across multiple Wagner Construction projects and locations. This position provides leadership and technical oversight to project-level Quality Control personnel to ensure projects are constructed in accordance with plans, specifications, contractual requirements, approved submittals, and established quality standards.

The Regional Quality Control Manager works closely with Project Managers, Superintendents, Foremen, Project Engineers, subcontractors, testing agencies, clients, and other project stakeholders. This position provides regional oversight of quality control activities associated with Wagner Construction’s heavy civil operations, including mass earthwork, grading, site development, underground wet utilities, roadway, and related civil infrastructure construction.

The Regional Quality Control Manager is responsible for maintaining consistency and accountability across projects while ensuring quality objectives are appropriately maintained alongside productivity and schedule requirements.

Primary Duties and Responsibilities:

• Provide leadership and oversight of Quality Control personnel and quality control activities across multiple projects and geographic locations.
• Develop, implement, maintain, and continuously improve project and regional Quality Control plans, procedures, standards, and documentation requirements.
• Provide Quality Control oversight for heavy civil construction activities including mass earthwork, grading, underground wet utilities, site development, roadway, and other civil infrastructure work.
• Review project plans, specifications, contracts, submittals, testing requirements, and other construction documents to identify project-specific Quality Control requirements.
• Ensure project teams create, update, and maintain project submittal logs and all other project-specific Quality Control reports and documentation.
• Review shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of project personnel when necessary.
• Ensure project Quality Control personnel conduct and document preparatory, initial, and follow-up meetings for definable features of work.
• Conduct regular project and site audits to verify construction activities are being performed in accordance with plans, specifications, approved submittals, testing requirements, and established quality standards.
• Provide oversight of inspection and testing associated with earthwork placement, moisture conditioning, lift thickness, compaction, subgrade preparation, grading, underground utility installation, bedding, backfill, structures, line and grade, and related civil construction activities.
• Coordinate and oversee required material and construction testing and ensure testing results are properly documented, reviewed, communicated, and maintained.
• Coordinate with third-party testing laboratories, inspectors, engineers, owners, subcontractors, and other project stakeholders as necessary.
• Verify and document that materials received for projects are in conformance with approved submittals, are handled and stored appropriately, and are acceptable for use.
• Establish and oversee the Non-Conformance Report (NCR) and corrective-action process, including identification, documentation, root-cause evaluation, corrective action, verification, and closure.
• Identify recurring quality issues and trends across projects and work with Operations leadership to develop and implement corrective and preventive measures.
• Review Quality Control performance across assigned projects and provide reports to management regarding quality metrics, testing, deficiencies, NCRs, corrective actions, and areas of risk.
• Chair and/or participate in Quality Control meetings with project teams and ensure project-specific quality issues are appropriately documented and addressed.
• Participate in preconstruction and project startup meetings to establish quality expectations, inspection and testing requirements, documentation standards, and project-specific hold points.
• Conduct preconstruction meetings with new and existing subcontractors and project personnel prior to the start of new phases of work to discuss issues that may affect quality.
• Provide technical guidance, mentoring, and training to Quality Control personnel, Project Managers, Superintendents, Project Engineers, Foremen, and other field personnel.
• Ensure Quality Control personnel maintain accurate and timely daily QC reports and other required project documentation.
• Work collaboratively with Operations while maintaining the independence necessary to identify and address quality deficiencies.
• Stop work when necessary to resolve matters that affect safety, quality, contractual compliance, and/or inhibit the logical progress of work.
• Travel regularly between assigned projects and locations to provide field oversight, Quality Control audits, technical assistance, and personnel support.
• Perform additional Quality Control duties and responsibilities as assigned.

Job Qualifications:

• B.S. in Construction Management, Civil Engineering, Construction Engineering, Project Management, or related discipline preferred. Equivalent relevant heavy civil construction and Quality Control experience may be considered.
• 7+ years of progressive construction Quality Control, Quality Assurance, field engineering, inspection, or heavy civil construction experience.
• Previous experience in a Quality Control leadership or management role preferred.
• Experience overseeing Quality Control activities across multiple projects and/or geographic locations preferred.
• Demonstrated experience with heavy civil construction, mass earthwork, grading, and underground wet utilities.
• Strong knowledge of construction inspection and testing requirements related to soils, earthwork, compaction, grading, underground utilities, and related civil construction activities.
• Knowledge of Quality Control plans, submittals, inspection and testing documentation, Non-Conformance Reports, corrective actions, and project closeout documentation.
• Ability to read and interpret construction plans, specifications, contracts, shop drawings, submittals, and other construction documents.
• Ability to organize people, tools, resources, and multiple activities across several active projects.
• Strong decision-making ability under tight deadlines, sometimes with incomplete information.
• Excellent verbal and written communication skills.
• Ability to effectively communicate quality requirements and corrective actions to Project Managers, Superintendents, Foremen, subcontractors, clients, inspectors, and other project stakeholders.
• Proficiency using a personal computer (PC) and company communication tools, including email, internet, and Microsoft products such as Word, Excel, Office, and Outlook.
• Communication, leadership, judgment, initiative, time management, project organization, attention to detail, flexibility, and problem solving are necessary skills for this position.
• Must possess a valid driver’s license.
• Flexibility: Ability to work in a number of diverse locations is pertinent, as regular travel between project locations will be required.
• Expected Hours: Hours will vary by project, location, and season. Working nights and/or weekends may be required.
