A well-established national property management organization is seeking an experienced Regional Property Manager to lead a substantial portfolio of Affordable Housing communities throughout the Jacksonville, FL market.

This is a highly visible leadership role with responsibility for the financial, operational, compliance, and overall performance of a multi-site portfolio, along with the leadership and development of a team of 20+ employees.

The ideal candidate has built their career primarily within Affordable Housing and brings deep working knowledge of Project-Based Section 8/HUD and LIHTC/Tax Credit programs. We are looking for a proven Regional leader who understands how to drive property performance, strengthen teams, maintain compliance, and successfully improve challenged or underperforming assets.

This position is based in Jacksonville, FL, with an office available for administrative days and regular travel throughout the assigned portfolio.

Key Responsibilities

• Oversee the operational and financial performance of 7–8 communities
• Lead, support, and develop 20+ employees across the portfolio
• Drive portfolio performance across occupancy, collections, revenue, expenses, compliance, and resident operations
• Partner with Community Managers to develop annual budgets, business plans, and property performance strategies
• Identify challenges within distressed or underperforming assets and implement strategies to improve occupancy, collections, compliance, operations, and financial results
• Conduct regular property inspections, operational reviews, and file audits
• Ensure compliance with Project-Based Section 8, HUD, LIHTC/Tax Credit, Fair Housing, and applicable state and federal requirements
• Coordinate and oversee audits conducted by syndicators, state agencies, and other regulatory entities
• Recruit, hire, coach, and develop Community Managers and maintenance leadership
• Partner with Human Resources on employee performance, development, and organizational needs
• Ensure consistent execution of company policies, procedures, and operational standards across the portfolio
• Partner closely with senior leadership, ownership representatives, and key stakeholders on portfolio strategy and performance

Required Qualifications

• Minimum 5 years of Regional Property Manager experience
• Extensive Affordable Housing property management experience – required
• Strong Project-Based Section 8 / HUD experience – required
• Proven experience managing large communities and multi-property portfolios
• Demonstrated success improving distressed, challenged, or underperforming properties
• Strong knowledge of Affordable Housing compliance, inspections, audits, recertifications, and occupancy requirements
• Strong financial acumen, including budgeting, forecasting, collections, occupancy, and property-level financial performance
• Working knowledge of Fair Housing, Landlord-Tenant laws, HUD programs, LIHTC requirements, and applicable occupancy standards
• Proven ability to lead and develop multi-site property management teams
• Experience managing regional portfolios of up to approximately 1,000 units
• Valid driver's license and ability to travel regularly throughout the assigned region
• Affordable Housing certification such as HCCP, COS, SHCM, CPO, or equivalent preferred
• Property Management certification such as ARM, CAM, CAPS, CPM, or equivalent preferred

This is a hands-on Regional leadership position requiring regular visibility and presence throughout the portfolio.

• Up to 80% travel within the assigned region
• Up to 10% travel outside the assigned region
• Ability to travel between communities and other off-site locations as business needs require
• $118,000–$120,000 annual base salary
