Job description

The Regional HSE/DOT Manager leads the HSE and DOT compliance programs for an assigned region. This role manages the HSE/DOT Specialists aligned to the region's yards and is accountable for safety performance, DOT compliance, and driver safety across those yards.

The Manager sets regional priorities, makes staffing and performance decisions for the team, and partners with Operations leadership to reduce risk. The role keeps the company compliant with state and federal regulations and builds a culture where safety is the standard, not the exception.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manage and direct the work of the HSE/DOT Specialists assigned to the region, including setting priorities, assigning yards and work, and reviewing results.
  • Interview, hire, train, and develop team members. Make hiring, promotion, discipline, and termination decisions, or recommendations that are given particular weight.
  • Set goals, conduct performance evaluations, and administer specialist performance metrics and scorecards.
  • Coach specialists on investigations, audits, driver coaching, and field engagement.
  • Approve schedules, time off, and on-call coverage for the team.
Program Leadership and Independent Judgment
  • Manage all aspects of the HSE and DOT compliance programs for the region, in line with company standards and state and federal regulations.
  • Interpret OSHA, FMCSA, DOT, PHMSA, and RCRA requirements and determine how they apply to regional operations.
  • Develop and implement regional safety and compliance practices. Recommend company-wide policy and program changes.
  • Decide corrective actions on audit findings, investigations, and compliance issues, and follow them through to closure.
  • Exercise stop-work authority and decide when drivers or equipment are pulled from service pending correction.
DOT Compliance and Driver Safety
  • Lead the regional DOT compliance program and ensure all drivers are fully qualified per DOT regulations.
  • Oversee driver qualification files, hours of service, vehicle inspections, and permits to ensure compliance with federal, state, and local requirements.
  • Ensure all state and federal permits are properly secured to avoid operational interruptions.
  • Monitor driver performance using scorecards, roadside inspection results, and CSA data. Identify trends and direct corrective action plans.
  • Serve as the escalation point for driver-related issues and decide how they are resolved.
HSE Program
  • Oversee incident management for the region, including investigations, root cause analysis, and corrective action follow-up. Review and approve investigation reports.
  • Develop, modify, and monitor training activities. Measure their effectiveness and make adjustments.
  • Build monthly and annual plans for safety meetings and training.
  • Direct regular audits of regional safety programs and facilities, including housekeeping and fleet yard conditions.
  • Ensure RCRA hazardous waste compliance at regional yards in coordination with the Environmental team.
  • Provide on-site safety oversight for special projects and train others to perform that role.
Data, Reporting, and Collaboration
  • Analyze regional safety and DOT data and use it to improve programs.
  • Report regional safety performance to leadership, highlighting wins and areas for improvement.
  • Partner with Operations, Fleet, Supply Chain, and technical teams to standardize safety culture, training, and compliance initiatives.
  • Represent the company at customer events and audits.
  • Stay current on DOT and OSHA regulations, industry best practices, and emerging trends in fleet and field safety.
  • Develop and implement continuous improvement initiatives to strengthen safety performance and regulatory compliance.
  • Other duties as assigned.
REQUIRED EDUCATION, QUALIFICATIONS AND EXPERIENCE:
  • High school diploma or GED required. Bachelor's degree in Occupational Safety, Environmental Science, Transportation, or a related field preferred.
  • Minimum of 5 years of HSE and/or DOT compliance experience in oil and gas, chemical, or transportation operations, including at least 2 years supervising a team.
  • Proven track record managing DOT compliance, driver safety, and HSE programs.
  • Working knowledge of OSHA, FMCSA, DOT, PHMSA hazardous materials, and RCRA requirements.
  • Experience with incident management, investigative techniques, and root cause analysis.
  • Ability to develop, modify, and monitor safety training programs that meet industry standards.
  • Strong interpersonal, communication, organizational, and problem-solving skills, with the ability to work with customers, employees, and all departments.
  • Proficiency in Microsoft Office. Motive or other fleet management software experience a plus.
  • Safety certification (ASP, CSP, CDS, or similar) a plus.
  • Valid driver's license and willingness to travel as needed.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
  • Regular travel across the region to yards, field locations, and customer sites.
  • Field work in support of oversight duties, including walking, standing, and climbing on and around equipment, and wearing required PPE.
