Job summary

Noor Staffing Group is seeking a Regional Director of Civil and Land Development in Southern California. You will lead the civil engineering and land development practice, building client relationships, winning profitable work, and directing project delivery with a strong local team.

You will report to the EVP of Engineering and collaborate with BD, engineering leadership, and project managers within a national firm with deep history. Excellent compensation and benefits are offered.

Qualifications

• Bachelor's degree in Civil Engineering.
• Active Professional Engineer license in California.
• 12+ years civil engineering experience with Southern California land development.
• Established relationships with developers, owners, architects, homebuilders or other buyers.
• Proven record of winning work and developing repeat clients.
• Experience leading profitable projects and mentoring technical staff.
• Strong understanding of Southern California entitlement, permitting, and agency review processes.
• Ability to combine business development, engineering judgment, and team leadership.

Responsibilities

• Develop and execute a market growth plan focused on clients and project types aligned with firm capabilities.
• Generate new engineering opportunities through relationships, outreach, industry involvement, and collaboration with BD team.
• Expand relationships with existing clients by identifying engineering and related service needs.
• Lead client meetings, qualifications, presentations, proposals, scope development, and fee negotiations.
• Coordinate project staffing and schedules with engineering leadership and PMs.
• Provide technical leadership in site development, grading, drainage, utilities, and permitting.
• Own client satisfaction, project budgets, scope changes, invoicing, and collection support.
• Recruit, mentor, and develop engineers and PMs as the practice grows.
• Maintain pipeline forecasts and report backlog, revenue, profitability, and staffing needs.
• Uphold the firm's quality standards and professional engineering responsibilities.

Position: Regional Director, Civil and Land Development

Location: Southern California

Salary: $210,000 to $250,000 + $60,000 to $120,000 annual incentive + excellent benefits

Position Summary

As our Engineering Market Leader you will build and grow our civil engineering and land development practice in Southern California. You will develop client relationships, win profitable work, guide project delivery, and build a strong local engineering team. You will report to the Executive Vice President of Engineering. This position partners with business development, engineering leadership, and project managers, backed by a national firm with over 130 years of history delivering civil engineering, land surveying, environmental assessment, zoning, and construction services in all 50 states.

What We're Looking For

• Proven record of personally winning work and developing repeat clients
• Experience leading profitable projects and mentoring technical staff
• Strong understanding of Southern California entitlement, permitting, and agency review processes
• Ability to combine business development, sound engineering judgment, and team leadership
