The British Government’s Embassy in Washington DC has an exciting opportunity for a dynamic person to join the FCDO Services, Portfolio Team as a Regional Delivery Manager (RDM). This opportunity is a rewarding role which supports the UK’s overseas estate, ensuring staff can live and work in safe, comfortable office and housing accommodation. The role centres around the delivery of the FCDO ‘Global Maintenance Programme’ which is the delivery of maintenance projects across the entire Americas region.

In this role you would be working in a diverse international environment supporting UK diplomats, armed forces personnel and other country based staff operating across the British Government’s network of Consulates and Government Offices all across North, Central and South America as well as the Caribbean. This network provides a platform for approximately 30 Government departments and agencies.

Roles and responsibilities:

  • Manage multi-functional teams within an estate’s construction and maintenance programme, across multiple countries and time-zones.
  • Schedule major work packages, engage with supply chain for the project and add to the pipeline, forecasting work to ensure adequate resource planning and the optimum use of FCDO Services resources.
  • Monitor and record financial performance within the project to stay within budget and to provide updates to the Project Board in accordance with the governance arrangements.
  • Set the project cost and resources baseline and ensure that all required data entries are complete and accurate to conduct effective analysis.
  • Deliver the construction project requirements to time, budget and quality, working within the FCDO Services governance model and ensure all projects are delivered in line with the wider governance framework.
  • Perform internal and external stakeholder mapping, communications strategy and communications planning.
  • Identify and manage stakeholder requirements, interests and influences and manage their expectations.
  • Embed rigorous project risk and change management processes and procedures, escalating issues, where appropriate, to the Regional Portfolio Manager.
  • Manage Health and Safety for all responsible projects in accordance with CDM 2015 Regulations (UK Health and Safety regulations).
  • Commercially manage Engineering and Construction contracts for numerous constructions projects across the region.
  • Liaise with end-users and Project Sponsors to agree scope, budget and timeframes for multiple estate projects.
  • Ensure data and records are kept up to date on a variety of software tools including Salesforce, MS Teams, MS Project and CEMAR
  • Occasional travel to posts within portfolio

Resources managed (staff and expenditure):

  • Task manage multi-discipline project teams including Building Surveyors, Structural Engineers, Mechanical & Electrical Engineers, Architects and other construction disciplines.
  • Task manage Project Controls Officer for financial planning and management of projects or programme of projects, ranging in value from £5k to £500k to ensure delivery within the agreed cost forecasts.
  • Overall portfolio of £1-3 million spread approximately 12 work packages.

Essential qualifications, skills and experience

  • Experience in managing estates/facilities/construction projects from inception to completion.
  • Experience in applying project management methodologies in project design, development and implementation.
  • Specific experience in procuring and managing construction and maintenance projects.
  • Health and Safety knowledge and experience in construction.
  • Experience in the delivery of multiple, concurrent construction projects.
  • Flexible, resilient under pressure, and decisive, with a proven track record of working quickly and reliably with attention to detail and with limited supervision.
  • Ability to work independently and to take the initiative as well as being able to work well as part of a larger team to deliver results.
  • Collaborative approach to colleagues and stakeholder partnerships. Ability to initiate and maintain a wide range of working relationships.
  • A confident communicator with excellent interpersonal skills and good presentation and representational skills. Proven ability to engage at all levels internally and with external stakeholders.
  • Excellent communication skills in English, both verbal and written.
  • Strong IT skills and literacy in Microsoft Office applications (Project, Word, Excel, PowerPoint, Teams, Outlook).
  • Fluent in written and spoken English.
  • There is a requirement for occasional travel, therefore a valid passport and ability to travel across the Americas (including the Caribbean) is essential.

Desirable qualifications, skills and experience

  • Health and Safety management qualification such as IOSH, NEBOSH, SMSTS etc. (or local equivalent).
  • NEC4 Accreditation (or other internationally recognised contract management e.g. FIDIC).
  • Basic Spanish/Portuguese language skills.

Additional information

This role is 40 hours a week, but does not require set working hours each day.
