Job description

The Regional Compliance Specialist ensures full compliance with federal, state, and Board policies across workforce programs administered within the Gulf Coast and five other regions served by SERCO across Texas. This position supports operations across six contracts and may be required to travel onsite as needed to workforce center locations. The role is primarily remote, with regional travel to support quality assurance, technical assistance, and performance improvement.

The Compliance Specialist monitors case management documentation, program performance data, customer service practices, and internal controls. They work closely with center leadership, program staff, and quality assurance teams to drive continuous improvement, prevent disallowed costs, and ensure outcomes meet or exceed contractual benchmarks.

Key Responsibilities

Compliance Monitoring & Risk Mitigation

  • Conducts regular file reviews and case audits to ensure compliance with WIOA, TWC, and Board policies across Adult, Dislocated Worker, Youth, SNAP, TANF/Choices, NCP, and RESEA programs.
  • Identifies non-compliant practices and collaborates with center staff to correct issues timely and prevent reoccurrence.
  • Develops and maintains tracking logs to monitor recurring trends, performance gaps, and high-risk areas.

Technical Assistance & Capacity Building

  • Provides on-site and remote technical assistance to center staff on data entry standards, service eligibility, case note documentation, and performance requirements.
  • Participates in new staff onboarding and training efforts as a subject matter expert on compliance and contract deliverables.
  • Maintains current knowledge of federal, state, and Board regulations and translates updates into actionable guidance for field operations.

Performance & Data Integrity Oversight

  • Works closely with the Quality Assurance Manager and Performance Analyst to validate TWIST/WIT/WPS data accuracy, verify credential entries, and support measurable skill gains and employment outcomes.
  • Supports implementation of corrective action plans and contributes to internal QA tools and procedures.
  • Reviews RESEA scheduling and attendance processes to address no-shows and drive engagement.

Cross-Program & Multi-Contract Support

  • Serves as a regional resource to center managers, case managers, and performance staff by troubleshooting program eligibility, case flow, and procedural inconsistencies.
  • Supports all six SERCO contracts across Texas, with flexibility to address Board-specific policies and procedures.
  • Participates in mock audits and prepares documentation in anticipation of Board, TWC, or federal monitoring reviews.

Minimum Qualifications

  • Bachelor’s degree in Public Administration, Social Work, Business, or a related field (or equivalent experience).
  • Minimum of 3 years of experience in workforce development, case management, or quality assurance within WIOA or similar programs.
  • Strong working knowledge of WIOA regulations, FMGC, TWC guidelines, and Board-level policy directives.
  • Exceptional attention to detail, analytical thinking, and ability to multi-task across multiple priorities.

Preferred Qualifications

  • Experience with WIT and workforce reporting systems.
  • Experience supporting multiple regions or multi-program environments.
  • Bilingual (English/Spanish) preferred.
