Main Purpose of Job

This senior level full-time contractual position functions as a Regional Clinical Services Manager (RCSM) using expertise and knowledge in behavioral health treatment and recovery services and supports. The RCSM will work within the Treatment and Recovery Services Division, Office of Treatment Services at the Maryland Department of Health (MDH), Behavioral Health Administration (BHA). This position is involved in the planning, design, development, and implementation of behavioral health clinical services grants to Maryland’s 23 local jurisdictions and Baltimore City, providing direct oversight and monitoring of behavioral health clinical services statewide.

This includes oversight of services through BHA Conditions of Awards (COA), Subvendor Contracts, Memorandum of Understanding (MOUs), and Interagency Agreements (IAs) with Maryland’s Local Designated Authorities (LDAs)–Local Behavioral Health Authorities (LBHAs), Core Service Agencies (CSAs), Local Addiction Authorities (LAAs), Local Health Departments (LHDs), Community Behavioral Health providers, and Maryland Colleges and Universities. The RCSM will conduct site visits to monitor the LDAs for compliance with BHA's COAs to ensure that grantee and subgrantee recipients are in compliance with the terms and conditions outlined in their State of Work (SOW).

This position is also responsible for reviewing and assisting in the development of the Administration’s policies regarding effective programmatic and fiscal practices, providing recommendations to BHA program staff regarding contract deliverables, corrective action plans (CAPs), Performance Improvement Plans (PIPs), and fiscal year program and/or budget modifications. The position will analyze program data and clinical service to ensure compliance with BHA's policies and practices.

The RCSM will participate in the review of local jurisdictions' annual local behavioral health plans and make recommendations and policy changes as applicable, provide technical assistance (TA), and facilitate training of state, county, and program level staff in best practices for monitoring substance use disorder (SUD), mental health disorder (MH), and co-occurring SUD and MH disorder intervention, treatment, and recovery support services. In addition, this position will work collaboratively across MDH and BHA divisions, such as MDH Medicaid Behavioral Health Division, Fiscal and Finance Management, Policy and Planning, and the Administrative Service Organization (ASO). This position is eligible for hybrid telework, subject to change as necessitated by operations and customer-focused demands.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in addiction professional work related to treatment and services to persons with alcohol or other substance addiction, and three years must have been at the managerial or supervisory level.

Notes: 1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience. 2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience/knowledge of Addiction/Substance Use Disorder (SUD) and Mental Health (MH) services and modalities of treatment.
  2. Experience/knowledge of SUD and MH modern treatment, rehabilitation techniques and evidence-based practices (EBPs).
  3. Experience/knowledge of principles, practices and procedures of program monitoring and planning.
  4. Experience/knowledge of principles, practices and procedures of business and public administration.
  5. Experience/knowledge of principles and practices of governmental accounting, budgeting and public personnel administration.
  6. Experience/knowledge of public relations.
  7. Experience developing and implementing administrative procedures and evaluating their efficiency and effectiveness in monitoring SUD and MH programs and services.
  8. Experience/skill in oral and written communication.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
