Job summary

Bay West is seeking a Refinery Senior Site Supervisor in Saint Paul, MN to lead field operations for refinery and industrial services. You will supervise crews, coordinate personnel and equipment, and support maintenance events and turnarounds while upholding safety and quality standards.

The ideal candidate has refinery experience, 2+ years in supervision, CDL with Hazmat/Tanker, TWIC, and HAZWOPER certification. On-call duties and strong client relations are required.

Qualifications

  • High school diploma or GED with 15 years related experience.
  • Minimum 3-5 years of refinery, chemical plant, or similar industrial facility experience.
  • Minimum 2 years of supervisory or leadership experience in an industrial environment.
  • CDL Class A or B with Hazmat and Tanker endorsements.
  • Current TWIC card required.
  • Active 40-hour HAZWOPER certification required.
  • Demonstrated proficiency with equipment used in industrial service projects (skid steers, vac trucks, hydro-excavation, etc.).

This Opportunity

As a Senior Site Supervisor, you will work closely with the Project Manager to lead refinery and industrial service field operations, ensuring projects are completed safely, efficiently, on schedule, and with the highest level of quality. You will be responsible for supervising field crews, coordinating personnel and equipment, supporting maintenance events and turnarounds, and resolving challenges that arise in the field. This role serves as a key liaison between Bay West, clients, contractors, and refinery personnel while promoting a strong culture of safety, accountability, and teamwork. The ideal candidate is a hands-on leader with refinery experience who excels at coordinating field activities, developing employees, and delivering successful project results.

Your Key Responsibilities

  • Manage and lead work crews and navigate and resolve challenges that arise at job sites.
  • Administer and oversee work assignments, ensuring projects are completed safely, efficiently, on schedule, and with a high level of quality.
  • Partner with the Project Manager to coordinate personnel, equipment, and daily field operations.
  • Conduct job walks and assist with manpower planning, equipment planning, and resource allocation.
  • Support the planning and execution of maintenance events, outages, and refinery turnarounds.
  • Coordinate with refinery contacts, contractors, clients, and other stakeholders to support project execution.
  • Build and maintain strong working relationships with refinery personnel, contractors, and client representatives.
  • Resolve conflicts appropriately, accept responsibility for decision-making, follow through on commitments, and utilize internal and external resources effectively.
  • Foster a respectful and accountable work environment by coaching employees, providing constructive feedback, and assisting with conflict resolution.
  • Perform chemical neutralization and cleaning of industrial and manufacturing equipment.
  • Conduct daily cleanup tasks involving solid and liquid hazardous and non-hazardous material.
  • Appropriately perform all assigned waste management tasks at customer locations utilizing correct waste handling procedures and proper completion of waste management documentation.
  • Assist in Emergency Response (ER) cleanup activities for hazardous and non-hazardous material, including loading and unloading ER equipment and decontaminating equipment in an efficient manner.
  • Actively participate on the Emergency Response (ER) team, including approximately one week of being on-call 24/7 every five to eight weeks.
  • Understand and perform confined space entry (CSE) procedures and act as an Entry Supervisor when staff are cleaning and decontaminating solid and liquid hazardous and non-hazardous materials.
  • Perform the role of Health and Safety Officer on Industrial Services projects.
  • Lead pre-job planning activities, implement job-specific safety plans, and consistently enforce safe work practices.
  • Identify, address, and elevate unsafe acts or conditions while promoting observations, near-miss reporting, and continuous safety improvement.
  • Maintain personnel safety as the highest priority while meeting operational objectives.
  • Communicate effectively with internal and external clients in a courteous and professional manner.
  • Participate and deliver training to team members related to skid steer, forklift, pickup truck and trailer operation, vacuum trucks, hydro-excavation equipment, hydroblasting equipment, emergency response equipment operation, and other equipment as needed.
  • Oversee the maintenance, readiness, mobilization, inventory, and overall management of equipment, vehicles, tools, supplies, and PPE.
  • Successfully lead field operations in the absence of the Project Manager.
  • Perform other duties as assigned in support of refinery operations and future growth opportunities.

Who You Are

Required Qualifications

  • High school diploma or GED and 15 years of related experience, or an equivalent combination of education and experience.
  • Minimum 3-5 years of refinery, chemical plant, or similar industrial facility experience.
  • Minimum 2 years of supervisory or leadership experience in an industrial environment.
  • Demonstrated ability to lead and supervise Industrial Services work crews and Site Supervisors.
  • Valid driver's license.
  • CDL Class A or B with Hazmat and Tanker endorsements required.
  • Current TWIC card required.
  • Active 40-hour HAZWOPER certification required.
  • Demonstrated proficiency in equipment commonly utilized on industrial service projects, including skid steers, mini excavators, vacuum trucks, hydro-excavators, liquid vacuum trucks, hydroblasting equipment, hand tools, air-powered tools, and related equipment.
  • Experience identifying appropriate equipment applications based on project scope and job requirements.
  • Strong understanding of refinery safe work practices, including confined space entry, permitting, Job Safety Analysis (JSA), Lockout/Tagout (LOTO), and refinery-specific safety procedures.
  • Experience supporting or overseeing refinery turnarounds, outages, and major maintenance events.
  • Experience conducting pre-job planning, pre-job safety meetings, and enforcing safe work practices.
  • Strong commitment to workplace safety and the ability to address unsafe conditions or behaviors and elevate concerns as necessary.
  • Strong communication and relationship-building skills with the ability to effectively work with clients, contractors, refinery personnel, and leadership teams.
  • Ability to provide and receive constructive feedback in a professional manner.
  • Ability to maintain professionalism during conflict and assist team members with conflict resolution.
  • Basic computer skills, including Microsoft Office products, email, and electronic documentation systems.
  • Successful completion of Confined Space Entry (CSE) training preferred.
  • Ability to travel periodically as part of the Emergency Response team.
  • Possess or have access to reliable transportation and the ability to respond to emergency situations on a 24-hour basis.
  • Ability to work days, nights, weekends, holidays, overtime, and emergency call-outs as required to meet customer needs.
  • Ability to work extended turnaround schedules, including periods of up to 13 days on and 1 day off.
  • Ability to adapt to schedule changes with limited advance notice.

Physical Requirements

  • Repetitive motions, including frequent standing, walking, lifting, carrying, bending, reaching, twisting, pushing, pulling, and grasping.
  • Frequently lift up to 25 pounds over an 8-hour period and occasionally lift up to 50 pounds.
  • Ability to function in work environments that may include high heat, high humidity, extreme cold, roadway traffic hazards, confined spaces, elevated work areas, and remote job locations.
  • Frequent exposure to non-hazardous and hazardous work environments, including contaminated air, soil, dust, fumes, smoke, and other contaminants.
  • Ability to work outdoors in varying weather conditions and changing environmental conditions.
  • Ability to climb stairs, ladders, scaffolding, and elevated structures of varying heights.
  • Ability to enter and exit trucks, trailers, industrial equipment, and confined spaces repeatedly throughout the workday.
  • Must be comfortable wearing a full-face respirator and other required personal protective equipment (PPE) for extended periods of time.
  • Adequate vision and hearing to safely observe work conditions, recognize hazards, see hand signals, and hear warning communications.
  • Ability to sit in a vehicle for extended periods of time as required by the position.
  • Ability to read and interpret general documents, safety rules, permits, and standard operating procedures.
  • Ability to engage in strenuous physical activities in confined spaces and industrial environments.
  • Ability to safely move hoses, drums, equipment, and materials while following established safety procedures.
