Job summary

Texas Children's Hospital seeks a Recruiting Operations Program Manager to lead the technology, processes, and analytics powering our recruiting function. You will own the Talent Acquisition technology ecosystem and drive improvements for candidates and hiring teams.

The role partners with HR, IT, vendors, and leaders to optimize systems, deploy AI-enabled solutions, and deliver data-driven insights that inform strategic decisions while maintaining strong SLAs and governance.

Qualifications

  • Bachelor's degree in a related field.
  • 4 years of professional experience in HR, Healthcare, Recruiting Operations, HR Technology, or a related field.
  • Experience with enterprise recruiting technology, reporting, and operational excellence initiatives preferred.
  • SHRM certification or other HR certification preferred.
  • Experience leading technology implementations, process improvements, and change management.

Responsibilities

  • Lead Talent Acquisition Technology and serve as administrator for TA systems; manage configurations, upgrades, integrations, and vendor relations.
  • Provide technical support for recruiters, hiring managers, and candidates; develop training resources and best practices.
  • Evaluate automation and AI-enabled recruiting solutions to improve operations.
  • Drive system implementations, project timelines, testing, and change management; ensure scalable, efficient recruiting workflows.
  • Establish SLAs and monitor data quality; build dashboards and reports to inform decisions.

As the Recruiting Operations Program Manager, you'll lead the technology, processes, and analytics that power our recruiting function. This role serves as the primary owner of the Talent Acquisition technology ecosystem, overseeing recruiting systems, operational workflows, reporting, and continuous improvement initiatives. You'll partner with Human Resources, Information Technology, vendors, and business leaders to optimize recruiting technology, streamline processes, and deliver a seamless experience for candidates, hiring managers, and recruiters.


What You'll Do


  • Lead Talent Acquisition Technology

  • Serve as the primary administrator and subject matter expert for Talent Acquisition systems and recruiting technologies.

  • Manage system configurations, upgrades, integrations, enhancements, and vendor relationships.

  • Provide technical support for recruiters, hiring managers, and candidates while developing training resources and best practices.

  • Evaluate automation and AI-enabled solutions to improve recruiting operations.

  • Drive Projects & Operational Excellence

  • Lead system implementations, upgrades, integrations, and process improvement initiatives.

  • Coordinate project timelines, testing, stakeholder communication, and change management activities.

  • Evaluate recruiting workflows and implement scalable, efficient processes that enhance the hiring experience.

  • Establish and monitor operational standards and service level agreements (SLAs).

  • Deliver Data-Driven Insights

  • Develop and maintain recruiting dashboards, reports, and key performance metrics.

  • Monitor operational performance and ensure the accuracy and integrity of Talent Acquisition data.

  • Provide actionable insights and recommendations to support strategic decision-making.

  • Build Collaborative Partnerships

  • Partner with Talent Acquisition leaders, Human Resources, Information Technology, vendors, and business stakeholders to support organizational goals.

  • Communicate system updates, process improvements, and best practices while driving adoption of recruiting technology.


What You'll Bring


  • Experience administering applicant tracking systems (ATS), HR technology platforms, onboarding systems, and recruiting analytics tools.

  • Strong knowledge of Talent Acquisition operations, HR best practices, employment regulations, and recruiting technology.

  • Experience leading technology implementations, process improvement initiatives, and change management efforts.

  • Strong analytical, project management, and problem‑solving skills.

  • Excellent communication and relationship‑building skills with the ability to collaborate across all levels of the organization.

  • Proficiency with Microsoft Office and HR technology platforms, including AI-enabled recruiting solutions.


Qualifications


  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Information Systems, or a related field.

  • Four (4) years of professional experience in Human Resources, Healthcare, Business Consulting, Recruiting Operations, HR Technology, or a related field.

  • Talent Acquisition experience within a large healthcare system or similarly complex organization preferred

  • SHRM certification or other Human Resources professional certification preferred

  • Experience supporting enterprise recruiting technology, reporting, and operational excellence initiatives.
