The Oregon Department of Corrections is seeking a Recruiter to join our dynamic team of human resources professionals. While this position supports recruitments across a variety of disciplines, the primary focus will be recruiting top talent for healthcare roles within a correctional setting. This is a unique opportunity to contribute to public service by helping build a workforce dedicated to providing critical care and support.
This position is approved for a hybrid work schedule, offering flexibility with remote work, while requiring the ability to report to ODOC Headquarters in Salem, Oregon as needed. This position is management services.
About the Job - Your Role
As a Recruiter, you will :
- Partner with hiring managers to assess staffing needs and develop recruitment plans tailored to a correctional healthcare environment.
- Source, screen, and engage candidates through proactive outreach, professional networks, and targeted campaigns.
- Lead the full-cycle recruitment process using Workday, ensuring compliance with state HR policies, veterans' preference laws, and applicable employment regulations.
- Manage and monitor recruitment actions in Workday, including requisition setup, interview coordination, documentation tracking, and audit-readiness.
- Promote diversity, equity, and inclusion in every aspect of the recruitment process.
- Collaborate with internal HR partners to improve recruitment workflows and identify opportunities for efficiency and consistency.
- Build and maintain external partnerships with colleges, associations, and workforce programs to strengthen the talent pipeline.
- Travel across Oregon for outreach, job fairs, and events as needed.
Minimum Qualifications
- A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two (2) years of Human Resource professional-level experience related to the position.
- Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three (3) years Human Resource professional-level experience related to the position.
- Five (5) years Human Resource experience related to the position. Three (3) of the five (5) years must have been at the professional-level.
- A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
- The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
- Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
Requested Skills
- Experience in full-cycle recruitment; healthcare recruitment experience preferred .
- Ability to effectively market roles and attract top talent through well-crafted job postings, strategic outreach campaigns, and use of social media and professional networks.
- Excellent communication and interpersonal skills to support hiring managers and provide a positive candidate experience.
- Proven attention to detail, follow-through, and organizational skills in managing recruitment timelines and ensuring process accuracy.
- A proactive and solution-oriented approach to achieving recruitment goals while balancing sourcing and compliance responsibilities.
- Proficiency with applicant tracking systems , preferably Workday, including requisition management, candidate tracking, and documentation workflows.
- Ability to work independently with minimal supervision while also being a collaborative team player who contributes to shared goals.
- Willingness and ability to travel throughout Oregon , including overnight trips, for recruitment events and outreach in various communities.

Working Conditions
This position is approved for a hybrid work schedule, offering flexibility with remote work, while requiring the ability to report to ODOC Headquarters in Salem, Oregon as needed. Work may include occasional travel to institutions throughout the state and contact with AIC.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About the Process - What to Expect
- After the application deadline, a recruiter will review submissions for education and experience to identify candidates who best fit the minimum qualifications and requested skills.
- Top candidates will be referred to the hiring manager.
- The hiring manager will review your application and schedule interviews.
- Interview will be held with a panel of stakeholders who have completed panel assessment training. Scores will be determined based on predetermined questions and scoring guides. Preferences points will be applied in compliance with relevant laws and bargaining agreements. There may be multiple rounds of interviews.
- Final candidates will have a background check, PREA check, and reference checks.

Requirements for Employment
The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position.
