Job summary

The Navy Region Southeast Fleet and Family Readiness (FFR) at Naval Air Station Jacksonville seeks a Program Support Assistant to help run the Mulberry Cove Marina and Sailing Center. You will assist with events, classes, and daily marina operations, and provide customer service to patrons.

Responsibilities

  • Prepare and maintain administrative reports and forms.
  • Handle daily marina operations including fee collection and POS transactions.
  • Demonstrate safe use of marina equipment and gear for activities.
  • Deliver pre-programmed and impromptu activities (e.g., stand-up paddling, canoeing).
  • Brief customers on safety and perform pre/post rental inspections.
  • Maintain cash controls and receipts for marina operations.
  • Monitor supply usage and ensure internal controls.
  • Maintain contracts, manuals, and event schedules.
  • Coordinate and communicate event information to marketing and supervisor.
  • Assist with month-end inventory and clerical duties.

Job description

Summary

This position is located at Mulberry Cove Marina, Morale, Welfare and Recreation Department, Naval Air Station, Jacksonville, FL. The purpose of this position is to provide program support for Marina or the assigned Sailing Center and to perform a variety of duties in support of MWR special events, command events, community events, leisure skill classes and outdoor recreation or other similar MWR recreational services.

Duties
  • Prepares and maintains required administrative reports and forms (e.g., utilization data, financial forms, procurement forms, invoices).
  • Performs numerous duties for successful daily operations (e.g., collection of fees; completion of retail sales transactions on point of sales, receipt book, or cash register; walk-through of parking lot and dock areas).
  • Demonstrates safe use of equipment and techniques for various activities in marina settings.
  • Provides pre-programmed and impromptu activities pertaining to Marina or aquatic settings, such as but not limited to stand‑up paddling or canoeing.
  • Briefs customers on safety procedures and techniques for using rental gear and performing pre and post rental gear inspection.
  • Maintains effective controls for receipt and safekeeping of all cash associated with the fees and sales of the Marina or Sailing Facility.
  • Monitors use of supplies to ensure internal controls and accountability are maintained.
  • Ensures adherence to loss prevention for program resources, cash or pilfer‑able items.
  • Maintains various contracts, files, regulations, manuals and directives related to marina operations.
  • Maintains and coordinates the master event schedule for all programs at the facility and ensures all changes are reported to the immediate supervisor.
  • Ensures all events, program schedules and marina information are sent to the marketing office monthly in addition to ensuring they are all advertised.
  • Prepares and reviews outgoing correspondences and reports ensuring proper format.
  • Assists management with administrative duties such as month end inventory, answering phones, signing up participants for programs, and other clerical duties.
  • Operates government owned motor vehicles to drive to and from marinas and sailing facilities.
  • May perform other duties as assigned.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E‑verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I‑9.
  • A valid State driver's license is required to operate motor vehicles.
  • Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Work may require sitting, walking, long periods of standing, bending and lifting of moderate heavy items up to 40 pounds.
  • Requires C.A.R.E (Controlling Alcohol Risks Effectively) trained, hold an Emergency First Responder (EFR) or CPR First Aid certification and hold a current Food Handler certification OR be able to obtain these trainings/certifications within 90 days.

  • Knowledge of the goals, philosophy, principles, and methods of procedures used in organizing, planning, administrating and conducting facility operations.
  • Preferred knowledge of State and Federal Guidelines concerning Marina Operations.
  • Knowledge of the daily operations of the facility to be able to answers questions from patrons.
  • Knowledge of the routines and procedures followed in group activities or programs for recreation or marina operations.
  • Knowledge of recreational activities and equipment, rules and procedures in a recreation program activity.
  • Preferred knowledge of boating terminology, watercraft operation and maintenance, water and boating safety, handling of boats (e.g., launching, mooring, etc.), boating equipment and facilities, and recreational boating activities.
  • Ability to operate a motor vehicle.
  • Ability to follow instructions, present options and recommend solutions.
  • Ability to work independently, demonstrate excellent customer service techniques and make sound decisions.
  • Ability to effectively operate office machines to include cash registers and computers.
  • Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site‑specific software.
  • Ability to communicate effectively both orally and in writing.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

Applicants can qualify based on education OR experience OR a combination of both. If qualifying based on education, applicants must submit transcripts showing degree awards and course work.

6 months or more of general experience AND 6 months or more of specialized experience

OR

Successful completion of 2 years of study that included at least 12 semester hours in courses related to recreation (e.g., basic psychology, group dynamics, physical education, arts and crafts, etc.).

OR

An equivalent combination of education and/or experience as described above.

  • Cardiopulmonary Resuscitation
  • First Aid Certification
  • National Association of State Boating Law Administrators (NASBLA) Safe Boating Certification, or equivalent
