  • Provide daily guidance, basic training, and hands-on support to program personnel on records creation, maintenance, filing, storage, and disposition; ensure DOE policies and schedules are followed.
  • Assist in development and maintenance of official file plans for program offices; ensure records are properly scheduled, categorized, stored, and managed.
  • Serve as a liaison between program staff, supporting contractors, and federal oversight officials; communicate compliance concerns and progress to RMFO and leadership.
  • Support implementation of federal records management policies and DOE guidance; monitor field office compliance and report gaps or risks to RMFO.
  • Assist with electronic records management activities, including identifying systems that contain federal records and supporting system scheduling efforts (EDMS/Zeus).

Allegheny Science & Technology (AST) is seeking a qualified Part-Time Records Management Specialist to support operations in Idaho Falls, Idaho. This position provides direct support to the Records Management Field Officer (RMFO) at the U.S. Department of Energy Idaho Operations Office (DOE-ID) and the Idaho National Laboratory (INL) site.

The Records Management Specialist plays a key role in supporting DOE-ID’s records management program by performing the day-to-day activities required to maintain compliant, accurate, and accessible federal records. This role addresses the growing volume of both electronic and physical records while ensuring adherence to National Archives and Records Administration (NARA) regulations, Department of Energy (DOE) policies, and federal records lifecycle standards, including modern digital recordkeeping requirements. Acting as an extension of the RMFO, the specialist helps ensure continuity of operations and the overall effectiveness of the records management program.

Duties and Responsibilities

Conduct routine inventories of physical and electronic records to verify accuracy, completeness, and compliance with approved records schedules. Identify gaps, outdated materials, or unscheduled records, and report findings to the RMFO. Assist in evaluating records to determine proper handling and disposition in accordance with federal requirements.

Prepare records for disposition in compliance with NARA and DOE regulations. Responsibilities include organizing electronic files, creating and maintaining transfer documentation, and coordinating the shipment or transfer of records in accordance with established procedures.

Provide daily guidance, basic training, and hands-on support to program personnel on proper records creation, maintenance, filing, storage, and disposition. Ensure staff adherence to DOE policies, NARA requirements, and approved records schedules.

Assist in the development and maintenance of official file plans for program offices. Ensure records are appropriately scheduled, categorized, stored, and managed in alignment with federal standards and lifecycle management practices.

Serve as a liaison between program staff, supporting contractors, and federal oversight officials to facilitate effective records management. Communicate compliance concerns, progress updates, and operational status to federal leadership under the direction of the RMFO.

Support the implementation of federal records management policies, program directives, and DOE guidance. Monitor field office compliance and report gaps, risks, or recurring issues to the RMFO for resolution.

Assist with electronic records management activities, including identifying systems that contain federal records, supporting system scheduling efforts, organizing digital records, and ensuring compliance with federal electronic recordkeeping mandates. Support the use of DOE systems such as Electronic Document Management Systems (EDMS) and Zeus for records storage, retrieval, and management.

Required Qualifications

Bachelor’s degree in information management, business administration, public administration, or a related field; or equivalent combination of education and experience.

Minimum of 2–5 years of experience in records management, information governance, or a related administrative or compliance-focused role.

Working knowledge of federal records management principles, including NARA regulations and records lifecycle management.

Experience managing both physical and electronic records systems.

Strong organizational skills with attention to detail and accuracy.

Ability to communicate effectively and provide training or guidance to staff.

Proficiency with Microsoft Office applications and electronic records systems.

Desired Qualifications

Experience supporting DOE or other federal agencies.

Familiarity with DOE records management systems such as EDMS or Zeus.

Knowledge of records scheduling, disposition processes, and federal compliance audits.

Certified Records Manager (CRM) or similar professional certification.

Experience working in a laboratory, research, or highly regulated environment.

Other Requirements

U.S. Citizenship is required.

Ability to obtain and maintain a security clearance (if applicable).

This is a Part-Time position. 30 hours / week is anticipated.

Multiple factors contribute to determining final compensation, including relevant experience, skills, certifications, geographic location, and contract-specific labor categories. AST is committed to offering a competitive compensation package that reflects the value each candidate brings to the team.

The anticipated pay range for this part-time position is $23.00 - $25.00 / hour.
