Job summary

Air Combat Command at Tyndall AFB is seeking a records management professional to oversee the installation Records Management Program, ensuring compliance with Department of Defense and Air Force policies and procedures. This role focuses on organizing, preserving, and disposing of records in accordance with regulations.

You will also assist in managing FOIA, Privacy Act, and Civil Liberties programs, and help establish local processes to communicate release or denial decisions to stakeholders.

Job description

The primary purpose of this position to manage the installation Records Management Program. In addition, incumbent assists in providing management of the Freedom of information Act (FOIA), and Privacy Act and Civil Liberties Programs for the installation/wing.

QUALIFICATIONS
  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
  • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of legislation, departments regulations, and agencies policies governing the Records and Information Management program, Freedom of information Act (FOIA), and Privacy Act (PA). To include knowledge in establishing local processes and procedures to ensure the stakeholders understand how information is disseminated based upon legal opinions for release or denial of public requests.
  • OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
  • OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
  • FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of Records Management laws, regulations, rules, policies, and procedures. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations.
  • Knowledge of the principles and concepts of information governance of various phases of records and information management, to include the complete records process and content management framework that supports the entire life cycle of agency records.
  • Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA).
  • Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies. Ability to develop and deliver training in installation standard operating procedures.
  • Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files.
  • Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians.
PART-TIME OR UNPAID EXPERIENCE

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
