Job summary

Pima County's Real Property Services Department is seeking a Real Property Supervisor to lead acquisition, negotiation, leasing, and management of property and rights. You will oversee complex transactions and reviews of legal documents, working to ensure fair, compliant outcomes for the County and its districts.

In this public-sector role, you will supervise staff and consultants, develop procedures and plans, and represent the County in hearings and settlements.

Qualifications

  • Bachelor's degree in a field listed above with three years of experience in real property sales, relocation, or property rights management.
  • Minimum three years in related real property roles with negotiation exposure (not limited to rental or leasing).
  • Experience substitutable by six years in related county roles or equivalent.

Responsibilities

  • Supervises acquisition, negotiation, leasing, sale, disposal, and management of real property to ensure fair, compliant transactions.

Supervisor Salary Grade: 15 Pay Range Hiring Range: $72,009 - $86,403 Annually Pay Range: $72,009 - $100,817 Annually

Range Explanation: Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Join the Pima County Real Property Services Department as a Real Property Supervisor and play a key role in shaping projects that serve the community. This exciting opportunity offers the chance to apply your expertise in public sector real estate, plan review, and contracts while supervising and participating in the acquisition, sale, and management of property and real property rights on behalf of Pima County and its Special Taxing Districts.

Essential Functions:
  • Supervises and directs all real property acquisition, negotiation, leasing, sale, disposal, and management activities to ensure fair and compliant transactions;
  • Leads complex and sensitive negotiations, including preparation and review of legal documents and property descriptions;
  • Oversees property acquisition and relocation processes, including eligibility determinations, compensation calculations, and disbursement of payments;
  • Provides technical expertise and advisory services on real property matters, ensuring compliance with County, state, and federal regulations;
  • Supervises staff and consultants, including work assignment, performance evaluation, training, and contract compliance oversight;
  • Manages County property assets, including leasing, rentals, security, and ongoing property management strategies;
  • Directs review and analysis of engineering plans, subdivision plats, and development proposals to ensure accurate property acquisition requirements;
  • Develops and implements procedures, policies, budgets, and short- and long-range plans for real property operations;
  • Oversees records management, reporting, and confidentiality for all property acquisition, relocation, and management activities;
  • Represents the County in resolving public concerns, recommending settlements or condemnations, and providing expert testimony when required.
Minimum Qualifications:

• Bachelor's degree from an accredited college or university with a major in business or public administration, real estate, planning, urban planning or civil engineering AND three years of experience conducting the sale or transfer of real property, relocation of persons and businesses displaced by government projects or programs, or the management of real property and property rights. • A minimum of two of the required three years' experience must be in negotiating the sale or transfer of real property. (Experience limited to rental or leasing of residential properties is not qualifying experience for general or negotiating experience.) (Six years of experience as a Real Property Acquisition Agent/Senior or Relocation Agent/Senior or its equivalent, including experience conducting the sale or transfer of real property, relocation of persons and businesses displaced by government projects or programs, or the management of real property and property rights may substitute for the above education and experience.) (Relevant experience and/or education from an accredited college or university may be substituted.) OR: Three years of experience with Pima County in a Real Property Appraiser II or related position as determined by the department head at the time of recruitment. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Preferred Qualifications:
  • Minimum two (2) years of supervisory experience in real property acquisition, property management, or related functions for a public agency or utility provider, either as an employee or consultant.
  • Minimum two (2) years of supervisory experience as a paralegal, with responsibility for matters involving real property law, including deeds, easements, rights-of-way, and other legal documents pertaining to real property.
  • Possession of a professional certification or designation, such as Certified Commercial Investment Member (CCIM) or Senior Right of Way Agent (SR/WA).
Selection Procedure:
  • Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information:
  • Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.
