Work Schedule: Monday – Friday, 8:30 am – 4:30pm

Location: Baltimore, Maryland

FLSA Classification: Full-Time, Non-Exempt

Salary: $75,000-80,000

PURPOSE

The Real Estate Senior Project Manager of the Comprehensive Community Development (CCD) Department provides direct support to our CCD department’s development efforts by providing rehab scopes, cost estimates, and feasibility analysis. This role reports to the Director of Community Development and focuses on managing acquisition, pre-development and construction. This role is critical to ensuring timely, cost-effective, and high-quality delivery of housing projects that align with our mission of community development and affordable housing.

ESSENTIAL FUNCTIONS

Acquisition & Pre-Development
  • Support acquisition efforts by providing rehab scopes, cost estimates, and feasibility analysis during due diligence
  • Conduct property walkthroughs and identify risk, code issues, and cost drivers
  • Coordinate with internal teams on acquisition timelines and project readiness
  • Vet potential developers/vendors for ac/rehab properties
Project & Construction Management
  • Manage 8–10 residential rehab projects concurrently
  • Develop and manage project schedules, scopes of work, and budgets
  • Oversee contractors, subcontractors, inspectors, and vendors
  • Ensure compliance with Baltimore City and County permitting, inspections, and zoning requirements
  • Conduct regular site visits and progress meetings
  • Resolve construction issues quickly to avoid delays or cost overrun
Budget & Performance Oversight
  • Track project budgets and ensure cost controls are maintained
  • Identify and implement cost-saving strategies without compromising quality or compliance
  • Approve invoices, change orders, and draws
  • Report regularly on project status, risks, timelines, and expenditures
Community & Stakeholder Engagement
  • Work respectfully and collaboratively within Baltimore neighborhoods
  • Coordinate with community partners, local agencies, and residents as needed
  • Ensure projects align with organizational community development and housing mission
Compliance & Closeout
  • Ensure properties pass all required inspections and receive certificates of occupancy
  • Oversee final punch lists and project closeout documentation
  • Perform additional tasks or assist with special projects as assigned.

EXPERIENCE REQUIRED
  • 3–5+ years of experience managing residential rehab or construction projects
  • Proven ability to manage multiple projects simultaneously
  • Strong knowledge of Baltimore City permitting and inspections
  • Experience working with contractors and municipal agencies
  • Strong organizational, budgeting, and problem-solving skills
  • Ability to work independently and collaboratively in a mission-driven environment
MINIMUM QUALIFICATIONS
  • Bachelor’s degree preferred, but equivalent combination of education and experience will be considered
