Heartland Consulting is seeking a Readiness Research Analyst / Data Analyst to support the Air National Guard Readiness Center at Joint Base Andrews, MD in a hybrid role. Qualifications

  • Experience developing professional reports, briefings, presentations, staff packages, or executive-level analytical products.
  • Strong written and verbal communication skills, including presenting complex information clearly to senior stakeholders.
  • Proficiency with Microsoft Office, especially Excel and PowerPoint.
  • Ability to work effectively with government customers and cross-functional teams in a fast-paced environment.
  • Ability to manage multiple priorities and respond to time-sensitive analytical requirements.
  • Ability to work onsite at Joint Base Andrews as mission requirements dictate and travel periodically within CONUS.

Responsibilities

  • Conduct in-depth research and analysis covering Air National Guard readiness inputs such as operational requirements, force structure, personnel, equipment, training, logistics, sustainment, and resourcing.
  • Analyze readiness reporting data to surface trends, gaps, risks, and operational challenges.
  • Support analysis using DRRS information and other government readiness data sources.
  • Develop analytical products for ANG leadership, including reports, studies, executive briefings, staff packages, presentations, talking papers, executive summaries, and other decision-support materials.
  • Translate operational readiness issues into analytical constructs and deliver timely analysis in response to senior-leader requirements.
  • Gather, analyze, document, and communicate historical and current readiness information to enable leadership decision-making.
  • Develop recommended courses of action tied to ANG readiness requirements.
  • Support implementation plans and ongoing reporting, including executive reports, recurring reports, and special analytical projects.
  • Prepare for and support executive-level briefings, working groups, conferences, meetings, and readiness forums, including creation of meeting materials and follow-up analysis.
  • Communicate analytical findings clearly across audiences, from working-level analysts to senior executives.
  • Support ANG readiness training and education activities by analyzing training data to identify trends and improvement opportunities.
  • Maintain readiness information across government websites, shared drives, reporting systems, and analytical tools.
  • Attend meetings with ANG Readiness Division personnel and other government stakeholders; prepare materials, findings, minutes, and subsequent analysis.
  • Travel periodically within CONUS to support readiness training events, meetings, and mission requirements.

How you will contribute to readiness initiatives

This position provides research, data analysis, readiness reporting, executive‑level communications, and decision‑support services for ANG readiness initiatives. You will work directly with readiness data and senior‑level stakeholders to identify trends, assess operational readiness challenges, develop analytical products, and convert complex information into actionable recommendations and executive briefings. You will also support efforts to improve how units report, assess, forecast, and resource readiness across the enterprise, including readiness reporting, resourcing forecasts, and communication of ANG readiness information to senior Department of Defense audiences, including the Office of the Secretary of Defense (OSD) and Congress.

Preferred qualifications
  • Bachelor’s degree in data analytics, operations research, business, public administration, national security, political science, statistics, mathematics, or a related field.
  • Previous DoD, Air Force, Air National Guard, National Guard Bureau, or military readiness experience.
  • Experience with DRRS or other DoD readiness reporting systems.
  • Experience with RStudio, Tableau, or comparable data visualization and statistical analysis tools.
  • Knowledge of force readiness areas such as force structure, personnel, training, equipment, logistics, maintenance, sustainment, or resource allocation.
  • Experience supporting senior military or civilian leaders.
  • Familiarity with the Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) process.

Location, salary, and security clearance
  • Location: Andrews AFB, MD (hybrid). Primary government worksite: Air National Guard Readiness Center, 3500 Fetchet Avenue, Joint Base Andrews, MD 20762. Telework is authorized; onsite support may be required based on mission needs.
  • Salary: USD 100,000 - 110,000 per year.
