We are looking for an experienced and motivated Elective Care Training and Validation Manager to support the delivery of high-quality elective access services across the Trust.


This is a key role within the Elective Access Team, supporting the delivery of national 18-week Referral to Treatment standards, improving waiting list management, and strengthening data quality across elective pathways. The post holder will work closely with operational, clinical, administrative, information and training teams to ensure patient pathways are managed safely, consistently and effectively.


The successful candidate will lead and support the RTT validation and training team, oversee routine validation processes, provide expert advice on elective access and RTT rules, and deliver high-quality training to staff across the organisation. They will also play an important role in identifying pathway risks, escalating issues, supporting service improvement, and helping teams to understand and use elective care data to improve patient care.


This role would suit someone with strong knowledge of elective access, RTT pathway management and waiting list processes, alongside excellent communication, analytical and leadership skills. You will need to be confident working across services, supporting change, and helping teams deliver safe, timely and patient-focused care.


This role provides day-to-day leadership for the Trust’s elective care training and RTT validation functions, supporting safe, timely and well-managed patient pathways. You will oversee routine RTT validation, monitor inpatient and outpatient PTLs, escalating pathway risks, data quality issues and potential breaches, and work with operational, clinical, administrative and information teams to ensure elective access standards are understood and applied consistently.


You will lead the corporate RTT validation and training team, develop and deliver training, support RTT super users, analyse performance and waiting list data, produce reports, support audits and identify improvement opportunities. Acting as a key contact for elective access and 18-week RTT queries, you will support service improvement, governance and robust pathway management.


The role requires strong communication, analytical, leadership and organisational skills, with the ability to work collaboratively across services.

This is an important role within the Elective Access Team, supporting the delivery of safe, effective and well-managed elective care pathways across the Trust.


As the Elective Care Training and Validation Manager, you will work closely with the Elective Access Manager, the 18 Week Lead, operational service managers, clinical teams, administrative teams, information colleagues and other key stakeholders across the organisation. The role will support delivery of the Trust’s elective access standards, with a particular focus on 18-week Referral to Treatment performance, waiting list management, pathway validation, staff training and data quality improvement.


A key part of the role will be providing leadership and day-to-day management for the corporate RTT validation and training team. You will be responsible for planning and overseeing routine validation activity, monitoring progress against agreed validation schedules, supporting staff development, managing workloads, and ensuring the team delivers a high-quality service. This will include line management responsibilities such as appraisals, mandatory training compliance, recruitment, induction, annual leave, sickness management and supporting team members to perform effectively.


The post holder will play a central role in monitoring inpatient and outpatient patient tracking lists, identifying pathway risks, potential breaches, data quality issues and recurrent themes. You will be expected to elevate concerns appropriately to the 18 Week Lead, Elective Access Manager, operational service managers and divisional teams, ensuring that risks to elective access performance are clearly understood and acted upon. You will also support the monitoring of elective on-the-day cancellations, ensuring accurate information is shared with divisions to enable timely validation and follow-up action.


The role requires strong knowledge of elective access standards, 18-week RTT rules, waiting list management and patient pathway processes. You will act as a key point of contact for RTT and elective access queries across the Trust, providing expert advice and practical support to operational, clinical and administrative staff. You will help teams understand RTT rules, pathway milestones, validation methods, PTL data and the importance of accurate and timely recording on Trust systems.


Training and development will be a major part of the role. You will design, develop and deliver high-quality RTT and elective care training for staff across the organisation, including formal and informal training sessions. You will work collaboratively with the 18 Week Lead, EPR Training Team and other colleagues to develop training materials, user guides and trainer documentation that are accurate, up-to-date, version controlled and aligned to Trust and national guidance. You will also evaluate the effectiveness of training, use feedback to identify improvements and support RTT super users and system users to maintain and develop their knowledge.


The post holder will also contribute to service improvement and pathway redesign. This will include working with services to map and analyse existing processes, identify areas of complexity or delay and support the development of practical solutions to improve patient flow and reduce pathway length. You will use expert knowledge to evaluate systems, identify opportunities for improvement and help implement process changes that support the Trust’s elective access service.


Strong analytical skills will be essential. You will review waiting list statistics, cancellation data, diagnostic reports and other elective care information, using tools such as Excel to filter, analyse and present data in a clear and user-friendly format. You will produce reports, action plans and updates that support operational decision-making, performance oversight and data quality improvement. The role will also involve working with the Trust Information Team to develop weekly reports on cancellations, diagnostic issues and breach reasons.


You will support governance and assurance by participating in audits of waiting lists, reviewing compliance with the Elective Access Policy and RTT rules, and communicating audit findings to relevant services. You will provide regular reports highlighting risks, themes, data quality issues and opportunities for improvement. The post holder will also provide an important link with data quality and EPR groups, ensuring that relevant issues are escalated, feedback provided and agreed actions are taken forward.


The role also includes project management responsibilities. You will support the delivery of elective access and service improvement projects to agreed timescales and quality standards. This will include maintaining project plans, tracking progress, documenting issues, completing assigned tasks and providing accurate written and verbal updates. You may also work with specialist teams, including the EPR team, where projects involve changes to systems, processes or training requirements.


Communication and relationship-building are central to the role. You will need to work confidently with a wide range of staff across the Trust, including operational service managers, elective access teams, information colleagues, patient contact centre staff, outpatient reception teams, nursing staff, ward staff, medical secretaries and clinicians. You will be expected to communicate complex information clearly, adapt your approach for different audiences and support collaborative working across divisions and services.


The post holder will be expected to uphold high standards of confidentiality, professionalism and Trust policy compliance at all times. You will support the Elective Access Manager and 18 Week Lead, attend meetings where required, represent the Directorate appropriately and ensure key information from meetings is communicated accurately. You will also provide cover for colleagues where needed and undertake other duties within the scope of the role.


Overall, this is a varied and influential post for someone with strong elective access knowledge, excellent communication and analytical skills and the ability to lead, train, support and influence teams across a complex healthcare environment. The successful candidate will play a key role in improving waiting list management, strengthening RTT compliance, enhancing data quality and supporting safe, timely and patient-focused elective care across the Trust.
