California Water Service Group is seeking a Rates Analyst to support its General Rate Case by reviewing expenses, capital budgets, water sales and revenues, and regulatory policies. The role may be located in San Jose or Sacramento, CA, and involves collaborating with districts and departments to build a bill impact and revenue requirement.

You will prepare testimonies, edit GRC responses, coordinate filings, and assist continuous improvement initiatives while ensuring accuracy and compliance

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business, Political Science, Computer Science, Economics, Engineering or related field or equivalent experience.
  • Two years of regulatory or financial analyst experience.
  • Valid California driver license.
  • Proficient with Microsoft Office applications.
  • Knowledge of CPUC regulations and rate case concepts.

  • Build revenue requirements using complex financial models.
  • Prepare and edit GRC responses and data requests.

Job Description:The Rates Analyst is responsible for supporting the business case for water rates by reviewing and analyzing expenses, capital budgets, water sales, revenues, and regulatory agency policies (such as those of public utilities commissions) necessary for the Company to provide high-quality, reliable water service to its customers. Depending on skills and qualifications, this position can be located in San Jose or Sacramento, CA.ESSENTIAL FUNCTIONS:Communicates with departments and districts to gather information for the General Rate Case (GRC)Collaborates with districts and departments in the Company to demonstrate a need for necessary operational expenses and provides quantifiable supportCommunicates adopted policies to districts and departments to ensure implementation in the financials and operationsPartners closely with commission staff to explain complex financial models in a clear and concise mannerDetermines what type of data is required, from what sources, and how to present it in the GRCAnalyze data and reconciles discrepancies in data trendsFlows data through complex financial models to develop a revenue requirement forecast for all regulated ratemaking districtsReviews district, department, and consultant testimony for completeness and accuracyDrafts clear and convincing testimonies to explain historical spending trends, as well as support future expense projectionsPrepares and edits the GRC responses for Commission staff and intervenor data requestsPrepares offset filings including advice letters and supporting work papers for submission to commissions; analyzes results and makes recommendationsCoordinates all regulatory compliance filingsParticipates in and supports the Company’s Continuous Improvement programs and projectsPerforms work on-site in assigned office locationPerforms other similar duties as assignedMINIMUM QUALIFICATIONS:Bachelor’s degree in Accounting, Finance, Business, Political Science, Computer Science, Economics, Engineering or related field and/or equivalent relevant experienceTwo years of increasingly responsible experience working as a regulatory or financial analyst, preferably in the water or utility industryProficient in the use of Microsoft Office applicationsValid California Driver licenseRequired Knowledge, Skills, and Abilities:Knowledge of CPUC regulations, the rate case process, regulatory modeling, and compliance requirements is desiredKnowledge of Company policies, procedures, and business practices is desiredKnowledge and understanding of the water industry and how a water utility is operated and maintained is desiredKnowledge and ability to use Microsoft Office applications to create presentations, spreadsheets, and word documentsKnowledge of basic finance and accounting principle and proceduresKnowledge and understanding of utility accounting and financial concepts is desiredAbility to use appropriate discretion when dealing with confidential or proprietary informationAbility to work effectively with all levels of employees and middle managementAbility to communicate effectively; both verbally and in writing with agencies, consultant, contractors, customers, employees, and vendorsAbility to use logical and creative thought processes to develop solutions according to written specifications and/or verbal instructionsDemonstrated organizational and time management skillsDemonstrated commitment to providing outstanding customer serviceDetail-oriented and experienced in analyzing and improving processesGood problem-solving and troubleshooting skillsSalary Range:San Jose, CA $82,900 - $153,800 (DOE)Sacramento, CA $74,600 - $138,400 (DOE)Deadline to submit resume is Wednesday, September 30, 2026The Equal Opportunity Policy of the Company is based upon the philosophy that all people should be treated fairly and with dignity.
