Job description

We are seeking a Cost Estimator to support large-scale capital construction initiatives within a rail and transportation environment. This is a full-time position based in Alexandria, Virginia, working closely with the Engineering and Construction team to develop, review, and defend cost estimates throughout the project lifecycle.

The role focuses on project controls, independent cost estimating, change management, and the development of standardized estimating practices to support long-term capital programs. This position reports to the Senior Manager of Scheduling and does not have direct reports.

  • What You’ll DoDevelop conceptual and detailed cost estimates for capital construction projects
  • Create and maintain Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS)
  • Review engineer cost estimates and contractor bids for accuracy and reasonableness
  • Monitor actual costs and prepare Estimates to Complete (ETC)
  • Prepare high-level and detailed cost reports on project financial status
  • Develop and manage project cost contingencies, including drawdown tracking
  • Support budget development and updates in coordination with Finance
  • Create Independent Cost Estimates (ICE) for task orders and review ICEs prepared by consultants
  • Support project managers in evaluating change orders and performing what-if cost analysis
  • Participate in and support change order and claims negotiations with contractors
  • Facilitate cost estimate review meetings with internal and external stakeholders
  • Assist in establishing standard operating procedures for cost estimating from project inception through construction
  • Contribute to building and maintaining a historical construction cost library and database
  • What You’ll BringBachelor’s degree in Civil Engineering or a related construction or transportation discipline, or a combination of education and experience equivalent to 15 years
  • 7–10 years of experience supporting heavy civil, rail, transit, or transportation projects
  • At least 2 years of experience evaluating cost estimates related to construction claims and change orders
  • Strong ability to review plans, specifications, and drawings during engineering and construction phases
  • Solid understanding of construction means and methods, including crew-based bottom-up estimating
  • Strong analytical, organizational, and communication skills
  • Ability to work effectively with project managers, finance teams, consultants, contractors, and public-sector stakeholders
  • Bonus Points ForAACE Certified Estimating Professional (CEP) or Certified Cost Professional (CCP)
  • Project Management Professional (PMP) certification
  • Professional Engineer (PE) license
  • Experience with GMP contracts and Schedules of Values
  • Experience with alternative delivery methods such as Design-Build, Progressive Design-Build, or CM/GC
  • Proficiency with cost estimating software and project controls tools
  • Background combining contractor-side practical experience with owner or consultant perspectives
