Job summary

Luster is seeking a Utilities Coordinator for a major rail infrastructure program in the San Francisco Bay Area. You will identify utility conflicts, coordinate with public/private owners, and keep clearance aligned with project schedule.

Ideal candidates have 6+ years in utility coordination, civil engineering/construction management background, and experience with ArcGIS, AutoCAD Civil 3D, Primavera, and Power BI. This is an on-site, long-term opportunity with growth potential.

Qualifications

• Bachelor's degree in civil engineering, construction management, or related field, or equivalent combination of education and experience.
• 6+ years of experience in utility coordination, preferably on transportation infrastructure projects.
• Knowledge of utility systems, right of way requirements, and environmental regulations as they apply to utility coordination and design.
• Ability to read plans, profiles, construction documents, and utility record drawings to identify conflicts and route them for resolution.
• Proficiency with utility mapping and plan review tools (ArcGIS, AutoCAD Civil 3D, Bluebeam Revu).
• Proficiency with project/construction management software (Primavera P6, MS Project, Unifier, Kahua).
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Identify existing utilities and coordinate new installations, developing strategies to resolve conflicts before they affect design or construction.
• Coordinate with utility owners to confirm ownership, records, relocation requirements, and negotiate agreements and reimbursement terms.
• Maintain the utility conflict matrix and track relocation schedules against committed dates.
• Prepare utility permit applications and ensure conformity with policies, ROW requirements, and environmental regulations.
• Review plans and record drawings to identify conflicts and route them for resolution; support field teams during relocations.
• Coordinate subsurface utility engineering work and utility activities in dense urban corridors; manage closure and outage windows.
• Maintain detailed coordination records to support payment, audit, and claims.
