Job summary

LeoForce is seeking a senior executive to lead a multi-billion-dollar rail program in Los Angeles. As VP of Rail, you will oversee design-build delivery on the owner side, guiding schedule, budget, risk, and stakeholder alignment at a program level.

The role requires a California PE and offers a highly visible, executive-facing leadership position with strong compensation and a sign-on bonus in a major infrastructure project landscape.

Qualifications

• California Professional Engineer license is required.
• Experience leading large-scale rail design-build programs.
• Strong experience managing executive stakeholders and program governance.

Responsibilities

• Provide executive oversight of design-build rail delivery.
• Act as the owner’s representative across engineering, construction, and program teams.
• Drive schedule, cost, and risk management at the program level.
• Lead coordination between contractors, designers, and public stakeholders.
• Support high-level decision-making, including change management and claims avoidance.
• Ensure alignment with regulatory, funding, and reporting requirements.
