Qualifications

• ASQ, Six Sigma/Lean, PMP, CCM, or equivalent certification preferred.

The Quality Program Manager provides strategic leadership for the company's quality program across complex semiconductor and advanced technology construction projects. This role is responsible for establishing and advancing a scalable Quality Management System that drives consistent execution, minimizes risk, and ensures projects meet or exceed client, contractual, regulatory, and industry requirements. Working across project delivery, engineering, procurement, construction, commissioning, and executive leadership, the Quality Program Manager establishes quality strategy, governance, performance standards, and continuous improvement initiatives across the organization. The successful candidate is a strategic leader who can translate quality requirements into practical project execution strategies while building strong relationships with clients, project teams, subcontractors, and senior leadership.

Key Responsibilities

Program & Project Quality

• Provide strategic oversight to quality execution across major semiconductor construction programs.
• Partner with project executives, construction leaders, engineering, commissioning, and operations to integrate quality into project planning and delivery.
• Ensure project quality plans, inspection and testing strategies, documentation, and turnover requirements align with contractual and client expectations.
• Provide leadership on complex quality issues affecting cost, schedule, commissioning, turnover, or operational readiness.

Semiconductor & Mission-Critical Construction

• Establish quality strategies appropriate for semiconductor fabs, advanced manufacturing, and other highly technical facilities.
• Provide oversight of quality requirements for critical systems including cleanrooms, process piping, specialty and bulk gases, high-purity water, HVAC, electrical, controls, and process utilities.
• Integrate quality requirements with commissioning, startup, equipment installation, and facility turnover.
• Promote construction practices that protect facility performance, reliability, and production readiness.

Risk, Compliance & Corrective Action

• Establish enterprise processes for nonconformance management, root cause analysis, corrective action, and continuous improvement.
• Lead resolution of significant or recurring quality issues and ensure effective corrective actions.
• Oversee internal quality audits and support client, regulatory, supplier, and third-party assessments.
• Monitor quality trends and emerging risks and communicate appropriate actions to senior leadership.

Team Development & Organizational Excellence

• Lead, mentor, and develop Quality Managers, Quality Engineers, and project quality teams.
• Establish organizational capability, training, and career development strategies for the quality function.
• Promote knowledge sharing and lessons learned across projects.
• Drive adoption of technology, data analytics, and digital quality tools to improve project performance.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Quality Management, or a related discipline; advanced degree preferred.
• 10+ years of progressive experience in construction quality, engineering, project management, or program leadership.
• Proven leadership experience within complex, technically demanding construction environments.
• Experience developing and implementing enterprise or program-level Quality Management Systems.
• Demonstrated experience with semiconductor, advanced manufacturing, data center, pharmaceutical, aerospace, or other mission-critical facilities preferred.
• Strong understanding of construction quality, commissioning, contract requirements, risk management, and project delivery.
• Experience leading cross-functional teams and influencing stakeholders at all organizational levels.
• Strong executive communication, analytical, negotiation, and problem-solving skills.
• ASQ, Six Sigma/Lean, PMP, CCM, or equivalent professional certification preferred.
