Job description

A leading heavy civil general contractor is seeking an experienced Quality Manager to oversee quality assurance and quality control processes on major infrastructure projects throughout New York City. This role will play a critical part in ensuring that all construction work meets stringent regulatory, contractual, and client standards while supporting the successful delivery of complex public infrastructure projects.

This position is ideal for a construction professional with strong experience working in high-accountability environments involving public agencies and large-scale transportation or civil infrastructure work.

Key Responsibilities

• Develop, implement, and maintain the project Quality Management System (QMS) across multiple heavy civil construction projects.
• Ensure all construction activities comply with project specifications, regulatory requirements, and applicable agency standards.
• Coordinate with project management teams, field staff, subcontractors, and inspectors to maintain consistent quality procedures.
• Conduct regular site inspections and audits to verify compliance with project quality plans and documentation standards.
• Manage testing and inspection programs, including coordination with third-party laboratories and inspectors.
• Maintain detailed quality documentation including inspection reports, test results, non-conformance reports, and corrective actions.
• Lead root cause analysis and corrective action processes when quality issues arise.
• Work closely with client representatives and agency stakeholders to ensure transparency and compliance with quality standards.
• Support project teams in preparing documentation required for project closeout and agency approvals.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, or related discipline preferred.
• 8+ years of experience in quality management, quality control, or inspection within heavy civil or infrastructure construction.
• Strong knowledge of quality assurance processes on public infrastructure projects.
• Experience working with public agencies such as the New York City Department of Transportation, New York City Department of Environmental Protection, or the Metropolitan Transportation Authority is highly desirable.
• Familiarity with inspection procedures, testing requirements, and compliance documentation for large-scale civil construction projects.
• Strong communication and coordination skills with the ability to work across project teams, subcontractors, and owner representatives.
• Detail-oriented with the ability to manage complex documentation and reporting requirements.

Compensation

In accordance with New York salary transparency requirements, the anticipated base salary range for this role is:

Up to $185,000 annually

Actual compensation will be determined based on experience, qualifications, and relevant project background.
