Job summary

Community Action in Washington County, Oregon is seeking a dedicated bilingual Quality Improvement Specialist to raise the quality of care for children and families. You will provide technical assistance, professional development, and hands-on support to family- and center-based child care programs.

In this role you will mentor educators, deliver trainings aligned with Oregon standards, ensure licensing and Spark compliance, and help small child care businesses improve operations while upholding

Qualifications

  • Bilingual in English/Spanish required.
  • Bachelor's degree in Early Childhood Education or related field or ability to reach Step 10 on Oregon Registry within 12 months.
  • At least 2 years of experience in early childhood or youth development programs.
  • Proficiency in Microsoft Office and experience managing databases.
  • Understanding of systemic racism and inequity, with a commitment to addressing these issues in early learning.
  • Valid Oregon driver's license, auto insurance, and access to reliable transportation.
  • Enrollment in the Oregon Central Background Registry (CBR) required before hire.

Responsibilities

  • Provide one-on-one consultation and mentorship to early learning professionals, helping them navigate Spark standards and the Oregon Registry.
  • Develop and deliver high-quality trainings aligned with the Oregon Registry and conduct entry-point trainings like IRFCC Part 2.
  • Support educators in meeting licensing requirements and Spark standards while fostering a culture of continuous improvement.
  • Help small business child care owners strengthen operations through technology, shared services, and grant applications.
  • Maintain accurate records in partner databases and assist with state and local reporting.

Job Position Description:

We are seeking a dedicated Bilingual Quality Improvement Specialist to join our team in Washington County. In this role, you'll be a mentor, a coach, and a strategist for early educators. You will play a pivotal role in increasing the quality of care for children and families by providing technical assistance, professional development, and hands‑on support to family‑and‑center-based child care programs.

Abbreviated Duties List:
  • Support educators in meeting licensing requirements and Spark standards while fostering a culture of continuous improvement.
  • Provide one‑on‑one consultation and mentorship to early learning professionals, helping them navigate Spark standards and the Oregon Registry.
  • Develop and deliver high‑quality trainings (aligned with the Oregon Registry) and conduct entry‑point trainings like IRFCC Part 2.
  • Help small business child care owners strengthen their operations through technology, shared services, and grant applications.
  • Apply the Oregon Equity Lens and NAEYC Code of Ethical Conduct to all community interactions and program supports.
  • Maintain accurate records in partner databases (ORO, CCRISP, DHS Citrix, Find Child Care Oregon, etc.) and assist with state and local reporting.
Abbreviated Requirements:
  • Bilingual Requirement: Required to be fully bilingual (verbal and written) in English/Spanish.
  • Minimum of a Bachelor's Degree in Early Childhood Education or related field (Child Development, Human Development, Elementary Education, Human Ecology, Home Economics, Family and Consumer Studies, Child and Family Studies, Education and Special Education) or ability to achieve a Step 10 on the Oregon Registry within 12 months of hire date.
  • At least 2 years of experience in early childhood or youth development programs.
  • Proficiency in Microsoft Office and experience managing databases (manipulating data/running reports).
  • Demonstrated understanding of systemic racism and inequity, with a commitment to addressing these issues in early learning.
  • Requires a valid Oregon driver's license, proof of auto insurance for a private vehicle, and access to reliable transportation.
  • Enrollment in the Oregon Central Background Registry (CBR) is required before hire.
What Will Make You Stand Out:
  • Experience owning and operating a family care business or child care center.
  • Familiarity with assessment tools: CLASS, ERS, ASQ/ASQ-SE, or Teaching Strategies Gold.
  • Orgon Registry Master Trainer Certification.
  • 2+ years of experience in technical assistance, home visits, or classroom observations.
