Job summary

DCS Corporation is seeking a Quality Engineer to lead quality efforts on DoD programs. You will plan, implement, and monitor quality across the lifecycle, coordinating with contractors, test agencies, and government bodies to ensure product quality meets user requirements.

Responsibilities include evaluating performance, driving root-cause analysis, and ensuring ISO 9001 compliance. Travel up to 20% and co-location with the customer in Warren, MI are required.

Qualifications

  • BS in Engineering or equivalent with 8 years of relevant experience.
  • U.S. Citizenship and ability to obtain DoD Secret clearance.
  • Subject matter expert for Quality and lead Quality efforts on assigned programs.
  • Extensive experience with ISO 9001:2015 Quality System Requirements and Auditing.

Responsibilities

  • Oversee contractor activities to ensure fabrication/modification meets design and quality standards.
  • Develop quality input for program management docs and ensure appropriate contract clauses.
  • Coordinate with product managers, test agencies, and Government to translate requirements into system specs.
  • Review system performance, assess risk, and recommend changes for product acceptability.
  • Ensure audits, test plans, and reports meet ISO 9001 and contract requirements.
  • Travel up to 20% and be co-located with the customer in Warren, MI.

Job description

Essential Job Functions:

Plan, develop, implement, and manage Quality on assigned programs over the DoD acquisition lifecycle ensuring that system developer/Platform Integration and manufacturing contractors meet their responsibilities for product quality in accordance with the development/production contract requirements, and that systems fielded to Soldiers are high quality and meet user requirements.

Oversee contractor activities to ensure that their fabrication and/or modification of vehicles adheres to design requirements and to quality standards.

Develop Quality input for program management documents to include acquisition plans and strategies, source selection evaluation plans, supportability strategies, system engineering plans, statements of work, specifications, and product descriptions. Ensure appropriate contract clauses are specified in contracts.

Coordinate with product managers, users, independent test agencies, and other Government agencies to translate operational requirements into practical system concepts and specifications.

Review and evaluate system performance, assess risk, and make recommendations with respect to product acceptability.

Assure compliance with contractual scope, schedules, specifications, and other requirements, and when appropriate, recommend program and contract changes.

Develop or evaluate sampling plans based on MIL-STD-1916, ANSI Z1.4, and other appropriate industry standards.

Participate in post-award conferences, program reviews, design reviews, and conferences as the Quality Engineer on assigned programs.

Evaluate design efforts to ensure performance issues are identified, evaluated, and addressed.

Review and ensure adequacy of all test plans, procedures, and reports for assigned programs, for both Government and contractor tests, as well as all failure reports.

Monitor testing to ensure test is conducted in accordance with approved procedures, and report results to the PM.

Ensure effective root cause identification and corrective actions are in place for all failures, as well as, adequacy of validation and implementation plans.

Evaluate engineering change proposals and waivers/deviations for quality and perform physical and functional configuration audits.

Prepare contract letters for Government Quality Team Lead review and COR signature for of all quality related contract data.

Maintain all quality data and metrics.

Conduct audits of contractor quality management systems and system assembly and test procedures, to ensure contractor adherence to ISO 9001, the specification, and to all contract requirements.

Evaluate contractor Quality data, metrics, and process controls.

Work with contractors to improve their Quality system, processes, and implementation of process controls.

Conduct continuing review and evaluation of system performance through review of reports, correspondence, data, collected field data, product and process audits, and observation of internal operations.

Develop Product Assurance Suitability Statement for material release.

Ensure Product Quality Deficiency Reports are adequately addressed and tracked.

Work with DCMA and monitor DCMA support provided to PM programs, ensuring establishment of Quality Assurance Letters of Instruction (QALIs) and/or Memoranda of Agreement (MOA) where required, and review DCMA surveillance plans for adequacy.

Up to 20% travel may be required for this role.

This role necessitates being co-located with our customer at their facility in Warren, MI on a full-time basis.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must be able to obtain and maintain a DoD Secret clearance.

BS in Engineering or equivalent and 8 years of relevant experience.

Subject matter expert for Quality and the ability to lead Quality efforts on assigned programs with minimal oversight from the Government lead.

Extensive experience with ISO 9001:2015 Quality System Requirements and Auditing.
