Job summary

TSI is seeking a FEMA Public Assistance (PA) Quality Control Specialist to support our disaster recovery team in Hermits Peak, NM. The role emphasizes ensuring compliance, quality, and accuracy of PA projects in collaboration with FEMA staff.

Responsibilities include site inspections, cost estimation, scope development, and reviews of hazard mitigation and environmental requirements. A DHS/FEMA clearance is required or obtainable.

Qualifications

• Must have a bachelor's degree and five years of experience in a related field, or a graduate‑level degree or professional registration with two years of related experience, or ten years of related experience.
• Proficient in generating general and technical reports, briefings, correspondence, and compliance documentation.
• Ability to act as a representative and interface with other program personnel.
• Thorough knowledge of PA eligibility, law, regulations, and policies, and familiarity with other FEMA programs.
• Able to manage multiple projects under tight deadlines and propose solutions.
• Strong written and oral communication with internal and external stakeholders.
• Knowledge of federal, state, and local government structures related to emergency management.

Responsibilities

QCs will work closely with FEMA PDMGs to provide supplemental disaster grant assistance for the repair, replacement, and restoration of disaster‑damaged, publicly owned facilities. Responsibilities may include, but are not limited to: site damage inspections; cost estimate and scope of work development; exploratory calls and recovery scoping meetings; project reviews and validation; review and determination of hazard mitigation requirements; and environmental & historic preservation reviews and guidance. This position is contingent upon the ability to obtain, maintain, and transfer a DHS/FEMA clearance.

Qualifications

• Must have a bachelor's degree and five years of experience in a related field, or a graduate‑level degree or professional registration with two years of related experience, or ten years of related experience.
• Must be proficient in generating general and technical reports, briefings, correspondence, and compliance documentation.

• Must have the ability to communicate orally and in writing to coordinate with others and formulate letters in response to correspondence and inquiries from internal/external stakeholders.
• Should have knowledge of federal, state, and local government organizational structures and relationships related to emergency management programs.
