Job description

This position does not require relocation, however, it requires rotational travel for a minimum of 3 weeks at a time, with one weekend home (typical).

Responsibilities

  • Manage project quality requirements in civil and structural construction.
  • Accurately collect, process, and analyze data to formulate solutions.
  • Coordinate with the Project Manager to ensure timely submission of daily reports.
  • Write clear and concise documents.
  • Study and master all aspects of the contract, specifications, addendum, pre-bid information, and plans.
  • Establish excellent working and professional relationships with clients and their representatives and/or field inspectors.
  • Execute responsibilities/tasks with accuracy and precision, paying close attention to details.
  • Maintain the project Non-Conformance Report Logs and generate accurate reports on actions and trends.
  • Gather data and create user-friendly reports for management action on project performance measurables for Quality, including rework costs, first-time quality, non-conformance reports, etc., using this data to drive continuous improvement.
  • Conduct and accurately document all project meetings and timely record, issue, and distribute minutes.
  • Continually strive to improve processes and procedures to reduce waste.
  • Develop or discover new methods to make the company more competitive and profitable.
  • Demonstrate excellent organizational skills and solid time management.
  • Perform multiple tasks simultaneously without compromising values or quality.
  • Coordinate the availability of adequate testing personnel, equipment, and laboratory compliance.
  • Ensure activities and actions (i.e., submittals, work plans, schedules, pre-construction meetings with clients) are conducted in a timely manner to ensure effective project startup.
  • Review specifications and understand client expectations for deliverables, ensuring compliance through in-depth reviews of project documents including safety and health plans, work plans, and quality control plans.
  • Know the schedule and estimate strategy, ensuring quality management systems are properly integrated.
  • Review test methods and procedures with in-house technicians and subcontractor labs, discussing requirements with the Superintendent to ensure all testing is performed according to proper procedures.
  • Ensure incoming products and materials are acceptable (i.e., specification, grade, timeliness).
  • Initiate, communicate, and track non-conformance corrective actions, discussing resolution ideas with the project team and properly disposing of issues.
  • Conduct the Three Phase Quality System at the project level on a daily basis, working with the project team to ensure thorough and timely meetings.
  • Oversee the assembly of Sampling and Analysis Plan (SAP) documents, ensuring compliance for each phase from initial schedule to final printing and distribution.
  • Comply with safety procedures/policies and address and/or elevate non-compliance among all employees, subcontractors, and vendors.
  • Lead the Project Management team in the preparation of technical project submittals, ensuring completeness and quality.

Qualifications

  • Must be a US Citizen for Security Clearance Requirements.
  • Minimum of 10 years combined experience as a Project Manager, Project Superintendent, Quality Control Manager, Project Engineer, or Construction Manager on similar size and type construction projects which included major trades.
  • At least 2 years experience as a Quality Control Manager.
  • Current USACE Construction Quality Control for Contractors certification.
  • Familiar with the requirements of EM 385-1-1 and have experience in hazard identification, safety compliance, and sustainability.
  • Proficient in the Three Phases of Control Quality Management System utilized by USACE and other Federal Government Agencies.
  • Training in and experience with the USACE Resident Management System (RMS) 3.0.
  • Experience with submittal management.
  • Ability to read and understand contract drawings and specifications.
  • American Concrete Institute (ACI) Certifications preferred.

Physical Requirements

  • Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling, or stretching.
  • Must be able to lift up to 50 pounds at a time.
