Job summary

Tigua seeks a Quality Control Manager to own the Contractor Quality Control Plan, manage three-phase control, and certify deliverables meet contract standards before government acceptance. The role oversees submittals, testing, and nonconformance corrective actions, with authority to halt work if needed.

The position is contingent on contract award and project requirements, reporting to the Contract Manager and coordinating with project teams and government representatives.

Qualifications

• Bachelor’s degree in Engineering, Architecture, Construction Management, or Building Construction or an Associate’s degree plus additional experience or a minimum of ten years of construction experience in lieu of a degree.
• Minimum five years of experience implementing and managing quality control programs on construction projects of similar size and complexity, including interior renovation and building systems work.
• Demonstrated experience executing the three-phase control process: preparatory, initial, and follow-up, with documented preparatory and initial phase meetings.
• Demonstrated experience managing submittal registers, RFIs, testing and inspection coordination, deficiency and rework logs, and punch list closeout.
• Demonstrated ability to identify quality issues, drive root cause correction, and prevent recurrence.
• Experience preparing daily CQC reports and government-facing quality documentation.

Position Summary:

The Quality Control Manager owns the Contractor Quality Control Plan and the three-phase control process, verifies that installed work conforms to the contract documents, manages submittals and testing, and certifies that deliverables meet specified standards before they are offered to the government for acceptance. This person has the authority to reject nonconforming work and to halt an operation until a quality deficiency is corrected.

This position is contingent upon contract award, final scope, and project requirements.

Duties and Responsibility:

Quality System Ownership

• Develop, submit for Government acceptance, and maintain the project-specific Contractor Quality Control (CQC) Plan.
• Identify and define all Definable Features of Work (DFOW).
• Maintain the current DFOW list and three-phase control schedule throughout the project.
• Establish and maintain the project submittal register.
• Review submittals for specification and contract compliance before submission to the Government.
• Track submittal review and approval status against procurement, delivery, and installation schedules.
• Coordinate quality-control requirements with project management, field supervision, subcontractors, and Government representatives.

Three-Phase Control

• Conduct and document preparatory-phase meetings before each DFOW begins.
• Review applicable plans, specifications, approved submittals, testing requirements, safety requirements, and workmanship standards during preparatory meetings.
• Verify required materials, equipment, personnel, and documentation are available before work begins.
• Conduct initial-phase inspections on the first portion of completed work to establish the required quality standard.
• Identify and correct deficiencies during the initial phase before work continues on a larger scale.
• Conduct follow-up inspections to verify continued compliance with approved plans, specifications, and established workmanship standards.
• Document preparatory, initial, and follow-up inspections in the daily CQC report.

Verification and Correction

• Perform and document daily quality-control inspections of active construction work.
• Maintain an accurate rework and deficiency log identifying the issue, responsible party, corrective action, and closure date.
• Coordinate and witness required testing, inspections, and third-party verification activities.
• Maintain complete testing and inspection records and verify results against contract and specification requirements.
• Identify and reject nonconforming materials or workmanship.
• Verify completion and effectiveness of corrective actions before closing deficiencies.
• Escalate unresolved or recurring quality issues to project leadership as appropriate.
• Inspect materials and equipment upon delivery to verify compliance with approved submittals.
• Confirm delivered materials match approved manufacturer, model, finish, quantity, and other specified requirements.

Project Closeout

• Manage the pre-final and final punch-list process.
• Coordinate completion and verification of punch-list items before requesting Government inspection.
• Confirm deficiencies are fully corrected and documented prior to final acceptance.
• Maintain and coordinate project as-built drawings and record documentation.
• Assemble and submit required project closeout documentation.
• Coordinate delivery of Operations and Maintenance (O&M) manuals, warranties, testing records, and Test and Balance (TAB) reports.
• Compile commissioning and system-startup documentation.
• Coordinate delivery of required spare parts, attic stock, and replacement materials.
• Support and document required training for Government personnel.
• Verify all quality-control and closeout requirements are complete before final project turnover.

Required Qualifications:

• Bachelor’s degree in Engineering, Architecture, Construction Management, or Building Construction or an Associate’s degree plus additional experience or a minimum of ten (10) years of construction experience in lieu of a degree.
• Minimum five (5) years of experience implementing and managing quality control programs on construction projects of similar size and complexity, including interior renovation and building systems work.

Preferred Qualifications:

• USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certificate, current within the last five years. If the candidate does not hold it, the proposal should commit to certification prior to Notice to Proceed.
• Prior CQC Manager role on a federal installation, particularly DHS, FLETC, USACE, NAVFAC, VA, or GSA.
• Experience with RMS/QCS or agency-equivalent quality reporting systems.
• Professional certification: CQM, CCM, PE, RA, ICC inspector credential, or NICET.
• Commissioning and systems startup experience, particularly HVAC, electrical, controls, and fire protection.
• Working knowledge of the specification sections most likely present in this scope, including finishes, doors and hardware, MEP, and life safety systems.
