Job summary

Environmental Quality Management, Inc. (EQM) seeks a Construction QC Engineer II to lead field quality control activities on groundwater and treatment plant remediation projects in compliance with USACE/DOD standards.

Primarily field-based, you will report to the Project Manager and collaborate with safety, quality, and engineering teams to ensure work meets contract requirements. The ideal candidate will hold a Bachelor's degree in Engineering or related field, with certifications such as EIT,

Qualifications

  • Bachelor's degree in Engineering or related field required.
  • Equivalent combination of education and experience acceptable.
  • EIT, CQA, EPI, or PE license/certification preferred or obtainable during tenure.
  • HAZWOPER 40-Hour with 8-Hour Refresher.
  • USACE Contractor Quality Management certification preferred.
  • Minimum 5 years of field QC experience on construction/treatment plant projects.

Responsibilities

  • Perform, inspect, and oversee fieldwork in support of project scope.
  • Review subcontractors' work for compliance with plans and tolerances.
  • Ensure testing is performed by qualified personnel with calibrated equipment.
  • Track progress, quantities, and documentation for payment and reporting.
  • Coordinate with Project Manager and cross-functional teams to meet standards.

DESCRIPTION/SUMMARY

Havertown, PA

This position is primarily responsible for ensuring quality control during field work implementation and associated report development to fully address the scope of work on construction, treatment plant (Groundwater, wastewater) remediation installation projects in accordance with USACE or DOD standards, regulatory criteria, and contractual obligations. This position is principally a field role.

RESPONSIBILITIES/DUTIES

Construction QC Engineer II typical responsibilities and duties include, but are not limited to the following:

  • Report to the field to perform, inspect, and/or oversee fieldwork
  • Oversee and review work of personnel, subcontractors and consultants to ensure compliance with approved plans and acceptable tolerances
  • Ensure that appropriate and required testing is completed by qualified personnel using properly calibrated equipment
  • Assure compliance with contract requirements and thoroughly understand the measurement & payment of each item of work
  • With Project Controls support, ensure prompt preparation of the work progress estimates and track pay quantity records and maintain proper documentation
  • Evaluate, review, monitor and document results and help make necessary decisions/ adjustments to procedures
  • Consult and collaborate work with Project Manager, Superintendent, as well as Health and Safety, Quality Control, Project Controls, Estimating, and Contracts representatives to ensure work is conducted according to approved plans, GES standards, regulatory criteria, and contractual obligations
  • Plan, prepare and issue project and field submittals within approved budget including but not limited to various QC reports
  • Apply industry standards of practice for selected technology, adhering to regulatory codes and standards, national/ local standards, and company SOPs
  • Participates in team project meetings
EDUCATION/EXPERIENCE
  • This position requires a Bachelor's degree in Engineering, Engineering Management or related field from an accredited institution.
  • Equivalent combination of education and experience may be substituted for this requirement.
  • Engineering, quality, or environmental credential (e.g., EIT, CQA, EPI) - or - PE license or ability to attain during tenure in this position
  • HAZWOPER 40 Hour Certification with current 8 Hour Refresher
  • USACE Contractor Quality Management for Contractors certification
  • A minimum of 5 years of experience required; two years or more of progressively responsible experience performing field QC on construction and treatment plant installation projects
KNOWLEDGE, SKILLS & ABILITIES
  • Understands a full range of principles, terms, procedures, and practices of pertinent engineering field(s) and applies engineering principles appropriately on multiple projects at same time
  • The ability to communicate in written or verbal formats with diplomacy and tact; Strong technical writing skills
  • An aptitude for exercising independent thinking and reasoning
  • Strong organizational skills, and skilled at leading dispersed teams to accomplish tasks and activities adhering to established budget and schedule
  • Skilled in achieving project objectives by properly reviewing/ inspecting work for adherence to approved technical plans, drawings and specifications
  • Demonstrated knowledge applying engineering standards of practice and regulatory codes and standards to environmental and field techniques
  • Proven knowledge in reading and comprehending client requirements, technical plans, specifications, and related technical documentation
  • Successful track record in effectively engaging with subcontractors
  • Ability to mentor and guide team members and share lessons learned
  • Embrace feedback as a tool for learning and professional development
  • Dedicated to remaining abreast of technology developments and industry trends
  • Competent in using Microsoft Office products, email systems, and Windows
