ICF is seeking an experienced

Description

ICF is seeking an experienced Quality Assurance Lead to lead quality assurance activities supporting the development and delivery of enterprise software solutions for federal programs. This individual will provide technical and administrative leadership to quality assurance personnel, ensuring software products meet customer expectations, contractual requirements, and organizational quality standards. The ideal candidate will have experience managing software quality processes, supervising QA teams, and collaborating with project leadership to ensure successful project delivery.

Job Location

This position is fully remote and requires that the job be performed in the United States. If you accept this position, you should note that ICF monitors employee work locations and blocks access from foreign locations/foreign IP addresses and prohibits personal VPN connections.

  • Our core work hours are 10:00 AM - 4:00 PM Eastern Time, with flexibility to start earlier or work later depending on your time zone. Please note that project meetings may occasionally begin before 10:00 AM Eastern to accommodate client requirements.
  • Limited travel may be required for customer meetings, program reviews, or team collaboration.
What You Will Do

The selected candidate will oversee quality assurance activities across multiple software development efforts while ensuring compliance with established quality standards, development methodologies, and customer requirements. The Quality Assurance Supervisor will provide leadership to QA personnel, review software deliverables, coordinate with project leadership, and monitor project quality throughout the software development lifecycle. This individual will serve as a key liaison between technical teams, project management, and customers to ensure high-quality software products are delivered on schedule.

Responsibilities
  • Provide technical and administrative leadership to quality assurance personnel supporting software development activities.
  • Coordinate quality assurance processes throughout the software development lifecycle.
  • Support software testing activities, defect management, and validation of corrective actions.
  • Review software work products to ensure correctness, completeness, and adherence to approved design specifications.
  • Verify compliance with organizational standards, government requirements, and contractual quality expectations.
  • Review technical and program documentation to ensure accuracy, completeness, and compliance with established documentation standards.
  • Coordinate with the Project Manager and Quality Assurance Manager to identify, resolve, and track quality-related issues.
  • Monitor project progress and ensure software quality activities align with project schedules and milestones.
  • Recommend corrective actions and process improvements to enhance software quality and development efficiency.
  • Support major system implementations by reviewing quality readiness and providing recommendations for approval.
  • Prepare milestone status reports, quality metrics, and executive briefings for program leadership and customers.
  • Present system concepts, quality findings, and project updates to colleagues, technical teams, management, and end-user representatives.
  • Promote continuous process improvement and adherence to quality management best practices.
Basic Qualifications
  • Bachelor's Degree in Computer Science, Information Systems, Software Engineering, or a related technical discipline.
  • 3+ years of experience in software quality assurance, software development, or systems engineering.
  • 3+ years of experience supervising or leading quality assurance teams supporting enterprise software development.
  • US citizenship is required by government agency.
  • Candidate must be able to obtain and maintain the required government security clearance.
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.
What We Would Like You To Bring With You
  • Experience overseeing software quality processes throughout the Software Development Lifecycle (SDLC).
  • Experience reviewing software deliverables, technical documentation, and testing artifacts for quality and compliance.
  • Strong understanding of software testing methodologies, quality assurance principles, and defect management.
  • Hands-on experience with:
    • Software Quality Assurance (SQA) methodologies
    • Software Development Lifecycle (SDLC)
    • Agile and Scrum development environments
    • Test planning, execution, and defect tracking
    • Quality management processes and continuous improvement
    • Technical documentation reviews
    • Risk assessment and quality reporting
    • Configuration management and change control
    • Test management and issue tracking tools (e.g., Jira, Azure DevOps, or similar)
    • Software metrics and quality reporting dashboards
  • Experience supporting Federal Government software development programs is preferred.
  • Familiarity with CMMI, ISO 9001, or other software quality frameworks is desirable.
  • Experience working with enterprise application development projects.
  • Demonstrated ability to coordinate cross-functional teams and manage competing priorities.
  • Experience supporting system implementation, acceptance testing, and production releases.

  • Experience supporting distributed or remote Agile teams is preferred.

Pay Range

There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$61,232.00 - $138,549.00
