Quality Assurance Expert – MOPAN Organisational Assessments and Analytical Studies

Democracy International (DI) is seeking Quality Assurance Experts to ensure methodological robustness, credibility, and quality of Multilateral Organisation Performance Assessment Network (MOPAN) assessments and other analytical outputs for a three-year period of performance, with the opportunity of framework contract extension.

The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of 21 member countries working collectively to assess the effectiveness of multilateral organizations and promote reform across the multilateral system. Hosted by the OECD, MOPAN provides impartial, credible evidence through organizational assessments and thematic analytical studies.

Between 2026 and 2028, MOPAN will undertake: approximately seven organizational assessments per year, one–two mid-term reviews, and two–three analytical or thematic studies annually.

MOPAN is establishing a pool of expert service providers to support this work under a multi-year framework contract. As part of this effort, DI is recruiting experienced Quality Assurance experts to support the delivery of high-quality analytical projects over the duration of the contract.

This will be a remote consultancy and will be contingent on award and funding.

Essential Job Duties:

  • Conduct independent quality assurance reviews of assessment reports, technical annexes, inception reports, and analytical studies.
  • Ensure all deliverables meet MOPAN’s methodological, editorial, and analytical standards as outlined in MOPAN 4 guidance.
  • Provide structured and constructive feedback to assessment teams on methodology, coherence, evidence triangulation, and analytical clarity.
  • Track resolution of comments and verify that stakeholder and Secretariat feedback has been addressed in final deliverables.
  • Review horizontal analysis and enabling environment assessments to ensure integrity and alignment with framework requirements.
  • Contribute to the continuous improvement of MOPAN’s methodologies and learning processes by identifying good practices and recurring issues.
  • Collaborate with MOPAN Secretariat in review processes and participate in quality-focused coordination sessions, as needed.

Expected Deliverables:

  • QA Review Memos on: inception reports, draft technical annexes, draft Institutional Assessment Reports (IARs), and draft analytical study reports.
  • Comments matrices verifying feedback has been addressed by teams.
  • Written attestations confirming the deliverables meet quality standards prior to submission to the Secretariat.
  • Participation in QA coordination calls or workshops, as required by the Secretariat.

Qualifications and Experience:

Required:

  • At least 10 years of experience with multilateral or international development or humanitarian organizations;
  • At least 15 years of experience in conducting or managing complex evaluations or performance assessments;
  • Strong methodological grounding and advanced knowledge of evaluation design and quality standards;
  • Experience with meta-evaluations, synthesis studies, or research in relevant fields;
  • Proven record of conducting quality assurance reviews for complex, multi-stakeholder evaluations and assessments;
  • Familiarity with international development cooperation and current reform agendas;
  • Understanding of organizational development, strategy, risk management, and performance management;
  • Knowledge of types of multilateral organizations assessment by MOPAN and relevant sectors, including United Nations development system agencies, United Nations specialized/coordination agencies, humanitarian agencies, international financial institutions, and global partnership and vertical funds.
  • Strong analytical judgement, with an ability to identify inconsistencies, gaps, and methodological weaknesses in complex evidence;
  • Excellent English writing and communication skills.

Preferred:

  • Familiarity with MOPAN 3.1 and/or MOPAN 4 methodology, or comparable performance assessment frameworks.
