Job summary

Sedgwick County seeks a Quality and Performance Manager for COMCARE. This leadership role drives quality, compliance, and continuous improvement across community behavioral health services, ensuring safe, person-centered care while meeting applicable regulatory requirements.

The incumbent leads performance improvement, training, documentation integrity, and reporting, turning data into actionable improvements across teams and clinics.

Qualifications

  • Five (5) years of experience in a physical health or behavioral health setting, including supervisory experience.
  • Master’s degree from an accredited college or university in Social Work, Psychology, or another human services-related field is required.
  • Experience must include knowledge of quality improvement principles, audit practices, regulatory compliance, and applying state/federal regulations.

Responsibilities

  • Lead performance improvement initiatives across COMCARE’s programs and clinics.
  • Drive clinical quality, documentation integrity, risk management, and compliance metrics.
  • Manage training, policy/workflow improvements, corrective action planning, and required reporting.
  • Collaborate with leadership, staff, and stakeholders to improve patient experience and regulatory readiness.

The Quality and Performance Manager is a high-impact leadership role driving quality, innovation, compliance, and continuous improvement across COMCARE’s Certified Community Behavioral Health Clinic (CCBHC) and Community Mental Health Center (CMHC) services. This position helps ensure safe, effective, person-centered care while meeting County, State of Kansas, federal, payer, accreditation, CMS, CCBHC, CMHC, and agency requirements. The Manager leads performance improvement, clinical quality, documentation integrity, risk management, compliance, training, and strategic initiatives that strengthen service delivery and organizational performance.


Working with leadership, staff, affiliates, and stakeholders, the Manager turns data, audit findings, peer reviews, and frontline feedback into action. Responsibilities include electronic health record enhancements, quality and compliance reviews, policy and workflow improvements, corrective action planning, training, and required reporting. Success requires sound judgment, critical thinking, collaboration, and the ability to respond to sensitive, high-risk, emergency, and compliance matters.


Minimum Qualifications: Five (5) years of experience in a physical health or behavioral health setting, including supervisory experience. Equivalent combinations of training and experience that provide the required knowledge, skills, and abilities may be considered. Master’s degree from an accredited college or university in Social Work, Psychology, or another human services-related field is required.


Experience must include demonstrated knowledge of quality improvement principles, audit practices, regulatory compliance, and the ability to understand, interpret, and apply applicable state and federal regulations related to mental health, substance use services, HIPAA, and corporate compliance.


Must demonstrate the ability to quickly build and maintain effective working relationships across teams, departments, and organizational levels and engage in collaborative leadership and team-based problem solving. Must also be able to communicate audit findings, performance concerns, and improvement recommendations in a constructive and professional manner that promotes accountability without creating defensiveness.


License, certifications, etc… Must hold current master’s-level licensure in good standing with the Kansas Behavioral Sciences Regulatory Board as an LMSW, LMFT, LMLP, LPC, or LP. Employees hired with a temporary license must test for permanent licensure within 90 days of hire.


Per Sedgwick County policy, this is a driving level position that requires a valid US driver’s license without restrictions and current proof of automobile insurance. Must have access to personal passenger vehicle to complete the driving duties of the position.


Meet the specifications as outlined in the CMHC, CCBHC, and pass KBI, DCF child abuse check, DCF adult abuse registry, KDADS Nurse Aide and Criminal Record check, National Sex Offender Registry check, Office of Inspector General Exclusion Database check, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE.


Preferred Qualifications: Three (3) years of experience working in a Certified Community Behavioral Health Clinic, Community Mental Health Center, or similar behavioral health setting. Five (5) years of supervisory experience, including formal experience administering performance evaluations, documenting performance concerns, and delivering disciplinary actions. Clinically licensed by the Kansas Behavioral Sciences Regulatory Board as an LCP or LCPC, LCMFT, or LSCSW.
