BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services. Position Overview

Business Technology Integrators (BTI) is seeking an experienced QA/Test Lead to support the U.S. Equal Employment Opportunity Commission (EEOC) in Washington, DC. The QA/Test Lead will oversee quality assurance activities and manage comprehensive testing efforts for enterprise applications, systems, integrations, and technology solutions.

The successful candidate will be responsible for developing and maintaining the Quality Assurance Plan (QAP) and directing both functional and performance testing throughout the system development life cycle. This individual will work closely with technical teams, business stakeholders, project leadership, and government representatives to ensure that solutions meet functional requirements, performance expectations, quality standards, and operational needs.

Key Responsibilities
  • Develop, implement, maintain, and manage the project’s Quality Assurance Plan (QAP).
  • Establish quality assurance processes, testing standards, procedures, templates, metrics, and acceptance criteria.
  • Lead the planning, coordination, execution, and reporting of functional and performance testing activities.
  • Develop comprehensive test strategies, master test plans, test cases, test scripts, test scenarios, and traceability documentation.
  • Manage functional, system, integration, regression, end-to-end, user acceptance, and performance testing.
  • Ensure test cases validate approved business, functional, technical, security, accessibility, and performance requirements.
  • Coordinate testing activities across development, integration, cloud, infrastructure, security, and business teams.
  • Manage performance testing activities, including load, stress, scalability, endurance, capacity, and response-time testing.
  • Evaluate system performance against established service-level requirements, performance benchmarks, and acceptance criteria.
  • Oversee defect identification, documentation, prioritization, tracking, retesting, and closure.
  • Facilitate defect review and triage meetings with developers, engineers, business analysts, and government stakeholders.
  • Maintain requirements traceability between business requirements, system requirements, test cases, defects, and final results.
  • Monitor testing progress, risks, dependencies, resource needs, schedules, and quality metrics.
  • Prepare test status reports, quality dashboards, defect summaries, performance reports, and final test reports.
  • Identify quality risks and recommend corrective actions, process improvements, and risk-mitigation strategies.
  • Support test automation and continuous integration/continuous delivery processes, when applicable.
  • Coordinate user acceptance testing and assist stakeholders with test preparation, execution, and results validation.
  • Verify that defects are appropriately resolved before production implementation.
  • Provide quality-readiness recommendations and support go/no-go deployment decisions.
  • Ensure testing documentation is complete, accurate, controlled, and available for government review.
  • Promote continuous improvement and consistent quality assurance practices throughout the project life cycle.
Required Qualifications
  • Demonstrated experience serving as a QA Lead, Test Lead, Quality Assurance Manager, or comparable testing leadership professional.
  • Demonstrated experience developing, implementing, and maintaining a formal Quality Assurance Plan (QAP).
  • Proven experience managing comprehensive functional testing activities.
  • Proven experience managing performance testing, including test planning, execution, analysis, and reporting.
  • Experience developing test strategies, test plans, test cases, test scripts, test scenarios, and test completion reports.
  • Experience managing system, integration, regression, end-to-end, user acceptance, load, stress, and performance testing.
  • Strong knowledge of quality assurance standards, testing methodologies, defect-management processes, and software development life-cycle practices.
  • Experience establishing testing metrics, quality controls, entry and exit criteria, and acceptance standards.
  • Experience managing defects from identification through validation and closure.
  • Ability to coordinate testing activities across multiple technical teams, business groups, and project stakeholders.
  • Ability to analyze functional requirements, technical specifications, and system designs to determine appropriate testing coverage.
  • Strong leadership, organizational, analytical, problem-solving, and risk-management skills.
  • Excellent written and verbal communication skills, including the ability to communicate testing results and quality risks to technical and nontechnical stakeholders.
  • Ability to prepare and deliver clear quality assurance documentation, testing reports, dashboards, and executive-level status updates.
  • Ability to work effectively with EEOC leadership, government representatives, contractors, developers, engineers, and end users.
  • Ability to work in Washington, DC, as required by the contract.
Preferred Qualifications
  • Experience supporting federal government technology programs.
  • Experience testing cloud-hosted platforms, enterprise applications, system integrations, or contact-center technologies.
  • Experience with automated testing and performance-testing tools.
  • Familiarity with Agile, Scrum, DevSecOps, or hybrid delivery methodologies.
  • Familiarity with federal security, privacy, accessibility, and documentation requirements.
  • Relevant quality assurance, testing, Agile, or project management certification.
Work Environment

This position supports the EEOC in Washington, DC. The selected candidate must be able to collaborate with government stakeholders and project team members and comply with all contract-specific work-location, security, and suitability requirements.
