Job summary

Cumming Group is seeking a Construction QA/QC Project Manager to lead quality assurance on Santa Ana public works aviation projects. The role requires guiding QA/QC across complex sites, developing plans, and coordinating with GC teams, design engineers, and client stakeholders.

The candidate will review installation and testing records, manage NCRs, and drive closeout documentation while ensuring compliance with budget, scope, and schedules.

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
  • Ten years of experience in PM/Engineering/Construction Management.
  • Public sector and aviation project experience preferred.
  • QEI certification is required.

Responsibilities

  • Lead QA/QC activities across construction projects, ensuring work complies with approved drawings, specifications, codes, and client quality standards.
  • Develop and implement project quality plans, inspection/testing procedures, checklists, and documentation processes throughout construction and closeout.
  • Perform regular site inspections and quality audits, identifying deficiencies, tracking NCRs/punch-list items, and driving corrective actions to closure.
  • Coordinate closely with GCs, subcontractors, engineering/design teams, commissioning teams, and client stakeholders to resolve quality issues and maintain project standards.
  • Review installation documentation, testing records, submittals, turnover packages, and closeout documentation; experience on large-scale commercial, industrial, data center, or mission-critical projects preferred.
  • Organize and maintain framework for project team processes and record keeping of electronic and physical documents.
  • Drive the permitting process by designing team documents to be submitted to various local, state, and federal agencies and ensure the applicable permits are moving through the process efficiently.
  • Ensure the project design management continues to follow the client project documents such as budget, scope, schedule, and client's design standards.
  • Prepare cost and revenue projections.
  • Other duties as assigned.
  • Attendance at work during normal business hours.

We are currently hiring a Construction QA/QC Project Manager to support Public Works projects in Santa Ana, CA, specifically aviation/airport project types. Knowledge & Skills Required
  • Experience preparing Project Management Plans and fee/budget proposals.
  • Demonstrated ability to monitor scope throughout the project and recommend adjustments when necessary.

Preferred Education and Experience
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
  • A minimum of ten (10) years of experience in Project Management, Engineering, or Construction Management.
  • Prior experience with public sector projects and/or aviation sector projects highly preferred.
  • Possession of a Qualified Elevator Inspection (QEI) certification is required.
Additional Preferred Certification
  • CCM, PMP, PE, AIA, LEED #LI-NH1

The salary range for this full-time role is $132,800.00-$185,933.36 per year.

Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package.
