Job summary

Omiz Staffing Solutions (OSS) is seeking a seasoned QA Project Manager to lead quality engineering across critical financial services programs. You will own QA strategy, governance, budgets and delivery, guiding QA project managers, test leads and vendor partners.

You will drive QA transformation, set up governance, track KPIs, and report to senior leadership. Strong background in SAFe, Agile at scale, and experience managing large distributed teams is essential.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering or related field (Master's preferred).
• 15+ years in software QA, including 5+ years as QA Project Manager or QA Delivery Head.
• Has managed multimillion-dollar QA budgets and large distributed teams (50+ people, onshore and offshore).
• Strong background in Agile at scale (SAFe), hybrid and Waterfall delivery models.
• Led QA for enterprise transformation programs (cloud migration, core platform modernization or large client conversions).
• Expert in JIRA, Confluence, test management tools (Xray, Zephyr, qTest, ALM) and reporting tools (Power BI, Smartsheet, MS Project).
• Solid understanding of test automation, performance testing, API testing and DevOps/CI/CD practices.

Responsibilities

• Own QA delivery for a portfolio of large programs (platform modernization, cloud migration, regulatory and client implementations).
• Set the program-level QA strategy, roadmap and operating model, aligned with technology and business goals.
• Establish QA governance: entry/exit criteria, quality gates, release readiness reviews and go/no-go decisions.
• Manage QA budgets, forecasts and resource plans across onshore, offshore and vendor teams, including SOWs and costs.
• Lead and mentor QA project managers, test managers and automation leads.
• Report program health, quality KPIs, risks and issues to executives via dashboards and steering updates.
• Drive QA transformation: expand test automation, shift-left, CI/CD and AI-assisted testing.
• Manage cross-program dependencies, shared test environments and test data.
• Standardize QA processes, tools and templates via a QA CoE model.
• Ensure testing compliance with regulatory, audit and security requirements (PCI-DSS, SOX, SOC).
• Identify program risks early and lead mitigation and escalation.

You'll manage QA project managers, test leads and vendor partners, and act as the main quality contact for senior leadership.

Key Responsibilities

• Own QA delivery for a portfolio of large programs (platform modernization, cloud migration, regulatory and client implementations)
• Set the program-level QA strategy, roadmap and operating model, in line with Fiserv's technology and business goals
• Set up and run QA governance: entry and exit criteria, quality gates, release readiness reviews and go/no-go decisions
• Manage QA budgets, forecasts and resource plans across onshore, offshore and vendor teams, including SOWs, vendor performance and cost
• Lead and mentor QA project managers, test managers and automation leads
• Report program health, quality KPIs, risks and issues to executive stakeholders through regular dashboards and steering committee updates
• Drive QA transformation: grow test automation, shift-left practices, CI/CD and continuous testing, and AI-assisted testing
• Manage cross-program dependencies, shared test environments and test data
• Standardize QA processes, tools and templates through a QA Center of Excellence (CoE) model
• Keep testing compliant with regulatory, audit and security requirements (PCI-DSS, SOX, SOC)
• Find program-level risks early and lead mitigation and escalation

Required Qualifications

Preferred Qualifications

• Banking, payments, card processing or core banking domain experience
• PMP, PgMP, SAFe (SPC/RTE) or ISTQB Advanced Test Manager certification
• Experience setting up or running a QA Center of Excellence
• Experience with vendor and MSP management models
• Exposure to mainframe and distributed system testing in regulated environments
