Description
The Department of Criminal Justice Training (DOCJT) located in Richmond, is Kentucky's state-of-the-art facility providing basic and advanced training for law enforcement officers and telecommunicators across the commonwealth. As we continue to grow and expand our operations, we are seeking a highly skilled and motivated individual to join our dynamic procurement team.
By joining our team as a Purchasing Officer II, you'll have the opportunity to play a key role in managing the procurement of goods and services, ensuring compliance with state regulations, and supporting the efficient operation of our agency. The ideal candidate shall have working knowledge of procurement policies, and have excellent written and verbal communication skills to provide to both our internal staff and vendors.
Responsibilities And Duties
- Procures goods and services and manages purchase orders.
- Oversees the procurement process by issuing requisitions, requests for quotes, evaluating vendor responses, awarding contracts, and ensuring compliance with state and agency guidelines.
- Tracks and maintains records of requisitions, purchase orders, delivery orders, and vendor contracts.
- Monitors and enforces adherence to the Model Procurement Code (KRS 45A), interpreting and applying state purchasing regulations and procedures to ensure all purchases meet legal and agency standards.
- Researches and obtains quotes from vendors.
- Collaborates to secure competitive pricing for goods and services.
- Ensures the efficient and timely delivery of goods and services while completing and/or monitoring local purchases for compliance with state purchasing guidelines.
- Maintains and tracks approved price contracts, ensures they remain up to date and recommends improvements to optimize procurement efficiency.
- Continuous review of current purchasing information available through the state procurement site.
- Attends relevant training sessions and stays updated on changes in state purchasing procedures.
- Other duties as required.
Preferred Knowledge, Skills and Abilities:
- Knowledge of state government procurement including KRS 45A and Finance Cabinet policies; experience with procurement documents in eMars.
- Detail-oriented and well-organized; ability to work well under pressure with time sensitive matters.
- Analytical skills to review specifications and contract terms and conditions.
- Critical thinking skills necessary to independently research issues and propose possible solutions.
- Excellent written and verbal communication skills that includes, providing prompt feedback to customers and being helpful, professional, assertive, and friendly.
Additional/Supplemental Information:
- Maintain a valid driver’s license.
- Frequently communicate in person or by other means of technology.
- Spend a major portion of time using a computer.
- Travel required (state vehicle provided).

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.
